HomeMy WebLinkAbout10015 - Supporting Senate Bill 215• RESOLUTION NO. 10,015 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SUPPORTING SB 215 (FORAN) TO ADDRESS THE ESTIMATED 915 14ILLION TO 2.4 BILLION DOLLAR TRANSPORTATION FUNDING DEFICIT FACING CALIFORNIA WHEREAS, California's gasoline tax was last increased in 1963; and WHEREAS, as a result of inflation and despite a 60 per- cent increase in gasoline consumption Statewide since 1963, the purchasing power of the revenues generated by California's 7 cents per gallon Excise Tax is about one -third of what it was in 1963; and WHEREAS, the latest comprehensive needs study for local streets and roads, conducted in 1976, indicated that a 63 percent revenue increase was needed to meet the revenue shortfall; and WHEREAS, California cities and counties have been required to supplement gas tax revenues with substantial amounts of local funds in order to provide a reasonable level of main- tenance and improvement to streets and highways; and WHEREAS, California cities and counties are in desperate need of funds to maintain their streets and highways in a safe condition; and WHEREAS, Senator John Foran, Chairman of the Senate Committee on Transportation, has introduced Senate Bill 215, to address many of the aforementioned funding deficiencies and which implements many of the provisions of the League of California Cities Transportation Action Plan; and WHEREAS, the State of California is facing a 915 million to 2.4 billion dollar transportation funding deficit; and WHEREAS, SB 215 will generate nearly 500 million dollars in total revenues in the 1962 -83 fiscal year with sub- stantial additional revenues in future years; and WHEREAS, the State Highway Account will receive an add- itional 320 million dollars annually while local streets and roads will receive 160 million dollars annually; and WHEREAS, cities will receive an increase of 95 million dollars annually plus a one time addition of 59 million dollars for the 1982 -83 fiscal year; and WHEREAS, new revenues for said transportation funding will be generated by the following sources: A. Gasoline and diesel fuel taxes will be increased by 2 cents per gallon, cities and counties will receive a portion of the diesel fuel tax, fees, B. A gradual increase of up to 60% for truck weight C. A gradual increase from the current $3.00 to $12.00 for drivers' license fees, and D. A gradual increase from the current $11.00 to $22.00 for vehicle registration fees; and WHEREAS, additional revenues will be derived from ORP • to limiting and reducing the amount of sales tax on gasoline revenues which goes to the State general fund; and WHEREAS, the Orange County Transportation Commission has supported SB 215 (Foran); and WHEREAS, the City Council of the City of Newport Beach finds that it is in the best interest of the public and the City of Newport Beach that SB 215 be approved; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that it strongly supports the passage of SB 215 (Foran), recognizing that SB 215 represents only a par- tial solution to California's transportation funding needs. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to send copies of this Resolution to the local Legislators representing the City of Newport Beach and to 3 the Senate and Assembly Committees on Transportation and to the Senate and Assembly Committees on Finance and to the Orange County Transportation Commission.
