HomeMy WebLinkAbout96-25 - IRWD-OCWD Green Acres InterconnectRESOLUTION NO. 96-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SUPPORTING CONSTRUCTION OF THE IRWD /OCWD GREEN ACRES INTERCONNECT • WHEREAS, The Irvine Ranch Water District (IRWD) has proposed a project which, if approved, would result in the daily discharge during the winter and early spring of approximately 5 million gallons of reclaimed water into the San Diego Creek, tributary to Upper Newport Bay, and WHEREAS, The Orange County Water District (OCWD) currently processes, on a daily basis, in excess of 5 million gallons of reclaimed water that is sold to various customers for irrigation and other purposes and to the County Sanitation District of Orange County (CSDOC) for equipment cooling and other purposes; and WHEREAS, OCWD has indicated that they may be willing to accept excess IRWD reclaimed water during the winter and spring in lieu of producing reclaimed water at the OCWD treatment plant to satisfy the needs of CSDOC; and WHEREAS, OCWD and IRWD have each constructed reclaimed water pipelines and related facilities in areas neighboring the City of Newport Beach. The location of existing pipelines and a possible interconnect are generally depicted on attached Exhibit "A "; and • WHEREAS, OCWD may be willing to work with the City and IRWD to construct a portion of the pipeline and related facilities necessary to access IRWD reclaimed water when surpluses are available; and WHEREAS, The possibility of an interconnect between OCWD and IRWD facilities could enable IRWD to reduce the extent to which it relies on CSDOC for disposal of excess wastewater, provide a truly • beneficial use of IRWD reclaimed water during the winter and early spring, eliminate the need to discharge into San Diego Creek and avoid any potential impacts of the proposed discharge on flora and fauna in Upper and Lower Newport Bay. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that: 1. The Board of Directors of the Irvine Ranch Water. District and the Orange County Water District should actively pursue the proposed interconnect between OCWD and IRWD reclaimed water facilities and evaluate the interconnect as an alternative to the proposed discharge of reclaimed water into San Diego Creek. 2. The City Staff shall work with OCWD and IRWD staff to facilitate this evaluation and accelerate, to the extent feasible, any related project that could expedite the interconnect.
