A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING AN ANNUAL
GREASE DISPOSAL LICENSE FEE
WHEREAS, the City Council is authorized, pursuant to Chapter 14.30 of the
Newport Beach Municipal Code to establish by resolution, fees for a grease disposal
license; and
WHEREAS, the City of Newport Beach has the responsibility of maintaining the
City's sewer system, and has procured specialized cleaners (vactors) to remove grease
and other objects from the City's sewer system, to prevent blockages, overflows and
backups into private property; and
• WHEREAS, the City of Newport Beach maintains specialized equipment and
personnel to provide these essential City sewer cleaning services; and
WHEREAS, the Wastewater Fund revenues currently cover the entire cost of
cleaning the sewer system; and
WHEREAS, the normal cleaning cycle for the sewer system is once per year,
except in those areas that have commercial kitchens that produce grease related
problems; and
WHEREAS, the City of Newport Beach has a large number of commercial
kitchens that produce a significant amount of grease and do not have sufficient grease
control devices. These commercial kitchens require additional preventative
• maintenance on sewer lines as well as frequent demands to clean up sewer blockages;
and

WHEREAS, records have been reviewed to determine the cost of the more
• frequent sewer cleaning related to grease problems associated with commercial
kitchens that do not have the appropriate grease control device, and it has been
determined that an annual fee of $400.00 per commercial kitchen which meets the
requirements of Section 14.30.050 is needed to defray the incremental costs of the
additional demand for sewer cleaning services by the licensee; and
WHEREAS, the revenue generated by the fees established in this Resolution will
be used solely to provide the additional sewer cleaning services attributable to the
commercial kitchens without the appropriate grease control devices within Newport
Beach.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
is Newport Beach, that grease disposal license fee of $400.00 annually be established for
special sewer cleaning in accordance with Ordinance 97 -3 .
