HomeMy WebLinkAbout2000-38 - Off-Street Parking Meter Zones & Regulations• t RESOLUTION NO. 2000 - 38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING OFF - STREET PARKING METER ZONES AND REGULATIONS FOR THE OPERATION OF PARKING METERS AND RESCINDING RESOLUTION NO. 99 -22 WHEREAS, Title 12, Chapter 44 of the Newport Beach Municipal Code establishes, among other things, on- street parking meter zones and sets the fees for parking in such zones and further provides that the City Council may, by resolution, establish off - street parking meter zones and set the fees for parking in said zones; and WHEREAS, said Chapter further provides that the City Council shall, by resolution, designate the number of coins to be deposited into parking meters, the parking time allowed following such deposit, the hours of the day, the days of the week, and the weeks of the year during which deposits are required and the meters will be in operation. NOW, THEREFORE, the City Council of the City of Newport Beach declares and resolves, as follows: Section 1: Traffic and parking conditions require that the following off - street parking meter zones designated in Section 2 be established, and that parking meters be installed and maintained in such zones except where the City Traffic Engineer determines that the presence of parking meters would interfere with the flow of traffic on said land or the use thereof. Section 2: The following off - street parking meter zones are hereby established: Zone 10: The City owned and leased land easterly of and adjacent to Central Avenue between Via Oporto and Newport Bay; 1 — Alk Zone 11: The City owned land know as McFadden Parking Lot lying within 'Raw McFadden Place between Balboa Boulevard and Ocean Front; Zone 12: The City owned land known as the Ocean Front Parking Lot lying oceanward of Ocean Front between McFadden Place and 24h Street; Zone 14: The City owned land along 19th Street beach, known as Bay Avenue, between 18th Street and 19th Street; Zone 15: The parking spaces adjacent to the centerline dividing strip on Balboa Boulevard between 21 s` Street and Alvarado Street; Zone 16: The City owned land westerly of and parallel to the westerly roadway of Newport Boulevard between 30th Street and 28th Street; Zone 17: The City owned parking lot at the southeasterly corner of East Bay Avenue and Washington Street; Zone 18: The City owned land southerly of and adjacent to Ocean Front between Palm Street and Main Street; Zone 19: The City owned land northerly of and adjacent to the alley north of Balboa Boulevard and west of 15"' Street; Zone 20: The City owned land northerly of Balboa Boulevard and easterly of 18"' Street; Zone 21: The City owned land northeasterly of and adjacent to Seashore Drive from 55'" Street to Summit Street; Zone 22: The City owned land between Newport Boulevard and Balboa IBoulevard from 26th Street to 23`d Street; 2 — Alk Zone 23: The City owned land oceanward of Ocean Front between B Street 'Raw and Main Street, commonly known as the A and B Street Parking Lots; Zone 24: The City owned land northerly of Coast Highway and easterly of Tustin Avenue abutting Ensign View Park, commonly known as Mariner's Mile Parking Lot and access road; Zone 25: The City owned land westerly of Villa Way and southerly of 30th Street, commonly known as Cannery Village Parking Lot; Zone 26: The City owned land northeasterly of Bayside Drive, from Jasmine Avenue to Marguerite Avenue, and the City -owned land on the southwesterly corner of Dahlia Avenue and Fourth Avenue; Zone 27: The City owned land northerly of the alley, south of 32nd Street and easterly of Villa Way. Zone 28: The City owned land northerly of Balboa Boulevard and easterly of Palm Street, commonly known as Palm Street Lot. Section 3: The hours of operation for parking meters are hereby established: Zones 1, 2, 3, 4, 8, 9, 10, 11, 12, 14, 16, 17, 19, 20, 21, 22, 23, 24, 25, 26, and 28: 8:00 a.m. to 6:00 p.m. daily for all meters. Zone 5: On Central Avenue, Newport Boulevard, Via Lido, Via Malaga, Via Oporto and on 32nd Street from Villa Way to Lafayette Avenue, 8:00 a.m. to 6:00 p.m. daily, except on Via Lido between Via Oporto and Lafayette Avenue and on the northerly side 32nd Street from Villa Way to Lafayette Avenue and on Via Oporto from Via Lido to 32nd 3 — Street and on Via Malaga the meters shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 6: 8:00 a.m. to 6:00 p.m. daily, except on the easterly side of 15th Street between Ocean Front and Bay Avenue the meters shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 7: 8:00 a.m. to 6:00 p.m. daily, except on the easterly side of Lafayette Avenue, between Lido Park Drive and Via Lido and the southerly side of 32nd Street between Villa Way and Lafayette Avenue shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 15: 8:00 a.m. to 6:00 p.m. daily, except the meters on Balboa Boulevard, between 13"' and 15th Streets, shall be in operation from 1:00 p.m. to 6:00 p.m. on Sundays. Zone 27: 8:00 a.m. to 6:00 p.m. daily, except 1:00 p.m. to 6:00 p.m. on Sundays. Section 4: Meters that provide a parking time limit of 15 minutes, 30 minutes, 1 hour, 2 hours, 6 hours, 10 hours, or 12 hours shall be placed at each parking space in all parking meter zones. The coins to be deposited into the parking meters in all zones shall be nickels, dimes, quarters, or dollars as required by each meter. Subject to the limitations of this Resolution and the Municipal Code, the City Traffic Engineer shall decide the number, location and time limit of parking meters as he determines will best serve the traffic and parking requirements of the particular area and I zone. E I■ U 1 _ 1441111F Section 5: The fees for parking at parking meters in the zones established by this Resolution when the parking meters are in operation are hereby established at twenty -five cents ($.25) per hour in Zone 24, and fifty cents ($.50) per hour in Zones 10, 25, 26; and 27 and one dollar ($1.00) per hour in Zones 11, 12, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23 and 28. BE IT FURTHER RESOLVED that Resolution Number 99 -22 is hereby rescinded. ADOPTED, this 23rd day of May 2000.
