RESOLUTION NO. 2006-24 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF NEWPORT BEACH <br />FORMING THE MEDIA & COMMUNICATIONS COMMITTEE <br />AND DISBANDING THE WEB SITE REVIEW AD HOC COMMITTEE <br />AND THE AD HOC TELECOMMUNICATIONS COMMITTEE <br />WHEREAS, the City of Newport Beach has two separate ad hoc committees that <br />look at communications issues; and <br />WHEREAS, these committees are called the Web Site Review Ad Hoc Committee <br />and the Ad Hoc Telecommunications Committee; and <br />WHEREAS, the. Council believes that the time has come to disband these two ad <br />hoc committees and to make a more permanent committee to address areas that the <br />two ad hoc committees once addressed, specifically communications with residents, <br />visitors, the media, and others along with issues involving cable television and <br />telecommunications; now, therefore be it <br />RESOLVED by the City Council of the City of Newport Beach that it hereby disbands <br />the Web Site Review Ad Hoc Committee and the Ad Hoc Telecommunications <br />Committee; and be it further <br />RESOLVED by the City Council of the City of Newport Beach that it hereby creates <br />the Media & Communications Committee with the following provisions: <br />1 -TERM -the term shall be indefinite; <br />2 - MEMBERSHIP - the membership shall consist of three city council members and <br />two residents of Newport Beach (resident terms are 2- years); <br />3 - PURPOSES - the purposes of the Media & Communications Committee shall be <br />as follows: <br />A. To oversee the negotiation and implementation of all cable - related Franchise <br />Agreements with entities providing cable -, Internet -or any other service <br />delivered over cable wiring in the City's right of way. <br />B. To develop and implement a City Council policy regarding Public, <br />Educational, and Government (PEG) cable programming, including the <br />specific community programs cablecast across franchised cable providers; <br />C. To review the communications budget and strategy annually and to advise <br />the City Manager of the Committee's assessment of the budget and strategy. <br />D. To examine the roles and functions of each of the City's public information <br />officers to ensure coordination and to avoid duplication of efforts; <br />E. To review and recommend communication ideas, documents, or programs <br />that improve communication with the community's residents, businesses, and <br />visitors; <br />F. To develop and implement a City Council policy regarding Media; <br />
