HomeMy WebLinkAbout2006-24 - Media & Communications CommitteeRESOLUTION NO. 2006-24 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH FORMING THE MEDIA & COMMUNICATIONS COMMITTEE AND DISBANDING THE WEB SITE REVIEW AD HOC COMMITTEE AND THE AD HOC TELECOMMUNICATIONS COMMITTEE WHEREAS, the City of Newport Beach has two separate ad hoc committees that look at communications issues; and WHEREAS, these committees are called the Web Site Review Ad Hoc Committee and the Ad Hoc Telecommunications Committee; and WHEREAS, the. Council believes that the time has come to disband these two ad hoc committees and to make a more permanent committee to address areas that the two ad hoc committees once addressed, specifically communications with residents, visitors, the media, and others along with issues involving cable television and telecommunications; now, therefore be it RESOLVED by the City Council of the City of Newport Beach that it hereby disbands the Web Site Review Ad Hoc Committee and the Ad Hoc Telecommunications Committee; and be it further RESOLVED by the City Council of the City of Newport Beach that it hereby creates the Media & Communications Committee with the following provisions: 1 -TERM -the term shall be indefinite; 2 - MEMBERSHIP - the membership shall consist of three city council members and two residents of Newport Beach (resident terms are 2- years); 3 - PURPOSES - the purposes of the Media & Communications Committee shall be as follows: A. To oversee the negotiation and implementation of all cable - related Franchise Agreements with entities providing cable -, Internet -or any other service delivered over cable wiring in the City's right of way. B. To develop and implement a City Council policy regarding Public, Educational, and Government (PEG) cable programming, including the specific community programs cablecast across franchised cable providers; C. To review the communications budget and strategy annually and to advise the City Manager of the Committee's assessment of the budget and strategy. D. To examine the roles and functions of each of the City's public information officers to ensure coordination and to avoid duplication of efforts; E. To review and recommend communication ideas, documents, or programs that improve communication with the community's residents, businesses, and visitors; F. To develop and implement a City Council policy regarding Media; G. To regularly review and approve the issues profiled, persons profiled or used to host, and the schedule of community cable programming sponsored by the City to ensure fairness and balance; H. To monitor and offer recommendations to City staff regarding the implementation of existing Wireless Telecommunications and Public Right -of- Way ordinances, including offering suggestions as to placement of specific wireless facilities where such placements may engender community debate; I. To make recommendations to the City Council as which community programs should be transmitted over the City's website ( "webstreamed "); and J. To regularly review the City's website for content, to approve which outside entities may be linked to the City's website, and to offer suggestions for improving the City's website to increase understanding of various community issues.
