HomeMy WebLinkAbout86-2 - REPEALED 06/12/12; Youth Council Duties and ResponsibilitiesRESOLUTION NO. 86 -2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY • OF NEWPORT BEACH ESTABLISHING THE DUTIES AND RESPONSIBILITIES OF THE YOUTH COUNCIL. WHEREAS, positive social and recreation outlets for youth is a source of concern to high school age youth and their parents; and WHEREAS, the City Council adopted Resolution 85 -87 establishing an Ad Hoc Committee to study whether the City should establish a Teen /Youth Commission /Committee; and WHEREAS, the Ad Hoc Committee has periodically met to determine the feasibility of establishing a Teen /Youth Commission /Committee; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the Youth Council be and hereby is established. BE IT FURTHER RESOLVED that the composition, function and duties of the Youth Council shall be as follows: 1. The membership of the Youth Council is as follows: a. Councilperson (1) Liaison; Staff - Recreation Superintendent from the Parks, Beaches and Recreation Department and additional staff, as needed, (1) Liaison; and School Board • member appointed by the School Board (1) Liaison. -1- Citizens High School Freshman Class Student (1) Corona del Mar Freshman Class Student (1) Newport Harbor Sophomore Class Student (1) Corona del Mar Sophomore Class Student (1) Newport Harbor Junior Class Student (1) Corona del Mar Junior Class Student (1) Newport Harbor • Senior Class Student (1) Corona del Mar Senior Class Student (1) Newport Harbor At -Large Student (1) Corona del Mar At -Large Student (1) Newport Harbor The method of appointment to be determined at a later date. 2. The rules of the Youth Council shall be as follows: Youth Council. a. Al appointees shall have one vote on the b. The officers of the Youth Council shall be elected by the Youth Council and be comprised of a Chairperson, Vice - Chairperson and a Secretary. C. A quorum shall consist of a majority of the presently constituted membership, but not less than four (4) persons. d. If an appointee is absent from three (3) consecutive meetings while not absent from school, this fact shall be reported to the Recreation Superintendent. • e. Reports and recommendations from the Youth Council shall be made directly to the City Council and any publication of the Youth Council shall require authorization from the City Council. -2- b. Term: Membership is for a one (1) year term. The Youth Council shall be reviewed by the City Council in May of each year. 2. The rules of the Youth Council shall be as follows: Youth Council. a. Any letter written by a member of the Youth Council, representing the Youth Council or stating any recommendation made or action taken by the Youth Council, must be approved by the Chairperson or the Vice - Chairperson before being mailed or delivered to the Secretary for filing. 3. The responsibilities of the Youth Council shall be as follows: a. Provide a direct line of communication between the youth of the City of Newport Beach and the City Council. b. Provide an effective way to organize events and activities for youth. C. Establish a system of governing community activities which affect youth. d.
