HomeMy WebLinkAbout86-6 - Environmental Quality Citizens Advisory CommitteeRESOLUTION NO. 86 -6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH COMBINING THE ENVIRONMENTAL QUALITY CITIZENS ADVISORY COMMITTEE, NEWPORT BEAUTIFICATION ADVISORY COMMITTEE AND TRAFFIC • ADVISORY COMMITTEE AND RESCINDING RESOLUTIONS 82 -38, 82 -102, 7705 AND 9219. 0 WHEREAS, by Resolution No. 82 -38 the Newport Beautification Advisory Committee was established, by Resolution No. 82 -102, the Citizen's Traffic Advisory Committee was established and by Resolution Numbers 7705 and 9219 established the Environmental Quality Citizen's Advisory Committee; and WHEREAS, the City Council desires to combine the three committees into one new committee entitled Quality of Life Advisory Committee. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that: 1. The membership of the Quality of Life Advisory Committee is as follows: a. Councilpeople (2) Liaison. Staff - Environmental Services Coordinators from Police and Planning Departments and additional staff, as needed (2) Liaison. Each Councilperson may appoint two (2) citizens to the Committee Term: Membership is for a one (1) year term. This Committee shall be reviewed by the City Council in October of each year. 2. The rules of the Quality of Life Advisory Committee shall be as follows: -1- A. All appointees shall have one vote on the Committee. B. The officers of said Committee shall be • elected by the Committee and be comprised of a chairperson, a vice- chairperson and a secretary. C. A quorum shall consist of one -third of the presently constituted membership, but not less than five (5) persons. D. If an appointee is absent from three (3) consecutive meetings, while not absent from the County, this fact shall be reported to the appointing Councilperson. E. Reports and recommendations from the Committee shall be made directly to the City Council, and any publication of said Committee shall require authorization from the City Council. F. Any letter written by a member of the Committee, representing the Committee or stating any recommendation made or action taken by the Committee, must be approved by the Chairperson or the Vice- Chairperson before being mailed or delivered, and a copy delivered to the Secretary for filing. 3. The responsibilities of the Quality of Life Advisory Committee shall be as follows: • A. Consider and evaluate legislation affecting quality of life. -2- B. Keep abreast of the latest techniques for environmental quality management and bring to the attention of the City Council. • C. Identify areas of actual and potential environmental concerns, including traffic, gather and study facts relative to these concerns or problems, identify and set forth the economic, social and environmental cost benefits involved in regulating environmental quality, and so advise the City Council. D. Develop and maintain public awareness of the negative impacts litter has upon the environment. E. Develop and maintain an effective litter reduction and community beautification program. And then be it further resolved that Resolutions 82 -38, 82 -102, 7705 and 9219 are hereby rescinded. ADOPTED this 13th day of January, 1986. ATTEST: City Clerk✓ -3-
