A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH DECLARING THE CONSTRUCTION OF
A NEW ROOF ON THE MARINERS LIBRARY TO BE OF
URGENT NECESSITY FOR THE PRESERVATION OF
• PROPERTY AND AUTHORIZING A CONTRACT FOR THE
IMPROVEMENT WITHOUT ADVERTISING FOR BIDS
WHEREAS, the City of Newport Beach owns and operates the
Mariners Library located at 2005 Dover Drive, Newport Beach; and
WHEREAS, the Mariners Library roof currently leaks, and
in the event of heavy rain, water could damage some of the
valuable property located in the Library; and
WHEREAS, efforts to repair the roof have failed, and the
Building Director, based upon an examination of the roof,
recommends the current roof be replaced as soon as possible; and
WHEREAS, the City has received four proposals for the
reconstruction of the roof from reliable roofing companies
located near the facility; and
WHEREAS, the City Council finds there is an urgent
necessity to award a contract for the reconstruction of the
Mariners Library roof to preserve property located within the
facility given the current condition of the roof and the strong
likelihood of heavy rain in the near future.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Newport Beach that:
1. That the City Council hereby authorizes the staff
to accept the proposal of Vance & Associates Roofing, Inc. for
the construction of a flat roof with three layers of mopped on
roofing material for a total cost of $17,358.00; and
2. That the City Council hereby approves a budget
amendment transferrring the sum of $20,000.00 from the 1985 -86
• budget appropriation to construct improvements at the Newport
Center Branch Library to a new account to fund construction of a
new roof on the Mariners Library as authorized in this
Resolution.
