HomeMy WebLinkAbout86-100 - General Plan Amendment 86-2BRESOLUTION NO. 86 -100 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING GENERAL PLAN AMENDMENT 86 -2(B), AN AMENDMENT TO THE LAND USE ELEMENT AS IT PERTAINS TO THE PROPERTY LOCATED BETWEEN PLACENTIA AVENUE, • SUPERIOR AVENUE, AND THE NORTHERLY CITY BOUNDARY AND THE ACCEPTANCE OF AN ENVIRONMENTAL DOCUMENT WHEREAS, as a part of the development and implementation of the City's General Plan, the Land Use Element has been prepared and adopted; and WHEREAS, said element of the General Plan sets forth objec- tives and supporting policies which serve as a guide for the future development of the City of Newport Beach; and WHEREAS, the Land Use Element of the General Plan has designated the area between Placentia Avenue, Superior Avenue, and the northerly City boundary for "General Industry" and "Retail and Service Commercial" uses; and WHEREAS, the City of Newport Beach has received a request for an amendment to the Land Use Element so as to designate a portion of the area designated for "Retail and Service Commercial" uses for "Multi- Family Residential" uses; and WHEREAS, a portion of the area described herein will be developed with an apartment complex affordable to very low income families for a period of 30 years; and WHEREAS, the development of rental housing affordable to very low income families is a goal established in the Housing Element of the Newport Beach General Plan; and WHEREAS, the proposed 25 units affordable to very low income families will assist the City in achieving its goals of providing housing for all economic segments of the population; and • WHEREAS, the City Council has approved a Density Bonus pursuant to Section 65915 of the California Government Code in con- junction with this affordable housing development; and WHEREAS, pursuant to Section '707 of the Charter of the City of Newport Beach the City Council has held a duly noticed public hearing to consider this amendment to the Land Use Element of the General Plan; and • WHEREAS, an Initial Study has been prepared for the project in compliance with the California Environmental Quality Act, the State is CEQA Guidelines and City Policy K -3; and WHEREAS, the City Council has reviewed and considered the information contained in the Initial Study in making its decision on the proposed amendment to the Land Use Element of the General Plan; and WHEREAS, based upon the information contained in the Initial Study, it has been determined that the project will not have a signif- icant effect on the environment. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Newport Beach that Pages 11 and 12 of the Land Use Element of the General Plan be amended as follows: 1. Add to discussion of Statistical Area A2: "The area between Placentia Avenue and Superior Avenue designated for 'General Industry' uses shall be limited to a floor area ratio of 1.0." 2. Add to discussion of Statistical Area A3: "The land approximately 290 feet to 590 feet to the north of Fifteenth Street, between Placentia Avenue and Superior Avenue, is designated for 'Multi - Family Residential' uses at a density of 20 dwelling units per buildable acre." 3.
