B8-105 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH MODIFYING THE RESPONSIBILITIES OF THE ENVIRONMENTAL QUALITY AFFAIRS COMMITTEE AND AMENDING RESOLUTION NO. 87 -14. WHEREAS, on January 13, 1986, the Newport Beach City Council combined the Newport Beach Beautification Advisory Committee, the Citizens' Traffic Advisory Committee and the Environmental Quality Citizens' Advisory Committee into one Committee later named the "Environmental Quality Affairs Committee "; and WHEREAS, the Committee has recommended that its responsibilities be expanded; and WHEREAS, this was reviewed by the City Council during Study Session of October 10, 1988 after which the Council requested the preparation of a resolution. NOW, THEREFORE, BE IT RESOLVED that the responsibilities of the Environmental Quality Affairs Committee are to be expanded to include the following: f. To provide communications access workshops Bind serve as communications liaison with homeowners' associations. g_ The Committee may participate in the analysis of environmental documents in • accordance with this paragraph. The Committee s h a l l d e s i g n a t e a subcommittee or individual as principally responsible for 0 • review of environmental documents. The Environmental Coordinator shall Provide this Committee with a cobv of each Notice of Preparation (NOP) and draft Environmental Impact Report (EIR) prepared by or on behalf of the City of Newport Beach. The Committee may submit comments on these documents within the appropriate review period. In the event a subcommittee is selected to be principally responsible for environmental review, the subcommittee shall select one of its members as the person to contact appropriate City staff to discuss aspects of the project or environmental document. BE IT FURTHER RESOLVED that Resolution No. 87 -14 is hereby amended as indicated above. ADOPTED this 24th day of
