RESOLUTION NO. 88 -100 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT <br />BEACH ADOPTING THE LAND USE ELEMENT OF THE NEWPORT BEACH <br />GENERAL PLAN, AS WELL AS AMENDMENTS TO THE LOCAL COASTAL <br />PROGRAM, LAND USE PLAN, THE RECREATION AND OPEN SPACE <br />ELEMENT AND THE HOUSING ELEMENT TO INSURE INTERNAL <br />CONSISTENCY [GENERAL PLAN AMENDMENT 87 -1 (A)] <br />WHEREAS, Section 707 of the Charter of the City of Newport Beach <br />provides that the City Council, upon recommendation of the Planning Commis- <br />sion, may amend the General Plan, or any part or element thereof; and <br />WHEREAS, as part of the development and implementation of the <br />Newport Beach General Plan the Land Use Element has been prepared; and <br />WHEREAS, said element of the General Plan sets forth policies, <br />implementing procedures and limitations for development in the City of <br />Newport Beach; and <br />WHEREAS, said element of the General Plan designates the distribu- <br />tion, location and extent of the uses of land and building intensities in a <br />number of ways, including residential land use categories, dwelling unit <br />limits, lot size requirements, subdivision standards and population projec- <br />tions, commercial floor area limitations and floor area ratio standards; and <br />WHEREAS, the Land Use Element describes already developed parts of <br />the City, and sets forth standards for intensification of these areas, and <br />also sets forth development limits for undeveloped areas of the City; and <br />WHEREAS, the development limits contained in the plan are based on <br />comprehensive existing land use data gathered on a parcel -by- parcel basis; <br />and <br />WHEREAS, the Land Use and Circulation Elements are correlated as <br />required by California planning law in that these elements are based on <br />comprehensive traffic studies which utilize state -of- the -art modelling <br />techniques to insure the highest possible level of correlation between the <br />two elements; and <br />• WHEREAS, the provisions and policies of the Land Use and Circula- <br />tion Elements are further implemented by the traffic analysis procedures of <br />the Traffic Phasing Ordinance and the implementation programs of that <br />Ordinance and the Fair Share Traffic Contribution Fee Ordinance: and <br />1 <br />
