HomeMy WebLinkAbout93-13 - Imposing Unfunded Federal MandatesRESOLUTION NO. 93 -13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SUPPORTING FEDERAL LEGISLATION ENDING THE PRACTICE OF IMPOSING UNFUNDED FEDERAL MANDATES ON LOCAL AND STATE GOVERNMENTS AND TO ENSURE THAT THE FEDERAL GOVERNMENT PAYS THE COSTS INCURRED BY THOSE GOVERNMENTS IN COMPLYING WITH CERTAIN REQUIREMENTS UNDER FEDERAL STATUTES AND REGULATIONS iWHEREAS, unfunded Federal mandates on State and local governments have become increasingly extensive in recent years; and WHEREAS, as indicated on the attachment these mandates cost the City of Newport Beach several millions of dollars; and WHEREAS, such mandates have, in many instances, added to growing deficits in State and local budgets and have resulted in the need for State and local governments to increase revenue or curtail services; and WHEREAS, such excessive fiscal burdens on State and local governments have in many instances, undermined the ability of State and local governments to achieve their responsibilities under State and local law, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Support Federal legislation which would end the practice of imposing unfunded Federal mandates on local and state governments and ensure that the Federal government pays the costs incurred by those governments in complying with certain requirements under Federal statutes and regulations. This Resolution shall be forwarded by the Office of the City Clerk to all interested parties. ADOPTED this 22nd date of March 1993. ATTEST: APPROVED AS TO FORM ATTORNEY
