HomeMy WebLinkAbout93-38 - Temporary Installation of Cul de Sacs on Seashore DriveRESOLUTION NO. 93-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AUTHORIZING THE TEMPORARY INSTALLATION OF CUL DE SACS ALONG SEASHORE DRIVE DURING THE 4TH OF JULY HOLIDAY. •Section 1. The City Council of the City of Newport Beach finds and declares as follows: A. Seashore Drive has, historically, been a focal point for celebrations and parades during the 4th of July holiday; and B. In the recent past, residents of, and visitors to, West Newport in general and Seashore Drive in particular, have, while engaged in celebrations or defacto parades, been subjected to violence, drunkenness, rowdy conduct; and C. In the recent past, Newport Beach police and Fire personnel have experienced considerable difficulty protecting, and ensuring the safety of, persons using Seashore Drive and feeder streets during the 4th of July holiday; and D. One of the major concerns of the Newport Beach Police Department is the difficulty in getting manpower to specific locations along Seashore Drive and in West Newport because of the high volume of pedestrian and bicycle traffic flowing constantly along Seashore Drive without any break point at which pedestrians, skaters and bicycle riders can be diverted to a safe and protected area; and E. The high volume of pedestrian and bicycle traffic along Seashore Drive, and the vehicular congestion on adjacent streets, impairs the ability of the Newport Beach Fire Department to suppress fires in the area, respond to medical emergencies, and transport injured parties to appropriate care facilities. F. The City Council is authorized to temporarily close a • portion of any street for celebrations, parades, local special events and other purposes when, in the opinion of the Council, closing is necessary for the safety and protection of persons who are to use that portion of the street during closure; and 1 • G. The temporary creation of cul de sacs along Seashore Drive at selected locations between 32nd Street and 54th Street, will enable the Police Department to better control the large volume of pedestrian and bicycle traffic, enable Police personnel to better prevent criminal conduct and respond to crime scenes, help Police and Fire personnel respond to the scene of medical emergencies and transport injured persons to appropriate care facilities, and allow Fire Department personnel better access to the area in the event of a fire or other emergency. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach as follows: Section 2. The City Manager is authorized to establish temporary cul de sacs along Seashore Drive between 32nd Street and 54th Street and at such locations as are best suited to control the flow of traffic and preserve Police and Fire access to the area. Section 3. The temporary cul de sacs shall be established on or about 12:00 noon on July 4, 1993 and the temporary cul de sacs shall be removed on or about 2:00 a.m. July 5, 1993. Section 4. The temporary cul de sacs shall be manned by sworn members of the Newport Beach Police Department who shall prevent access to all persons except public employees engaged in the performance of their duties.
