HomeMy WebLinkAbout93-70 - Ambulance Service FeesRESOLUTION NO. 93 -70 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SETTING THE MAXIMUM BASE, MILEAGE AND STAND- BY RATES FOR AMBULANCE SERVICE WITHIN THE CITY, SETTING A FIXED PERCENTAGE FEE FOR EMERGENCY AMBULANCE TRANSPORTATION SERVICES WITHIN THE CITY AND RESCINDING RESOLUTION 85 -81. • WHEREAS, a request for an increase in the rates charged for ambulance service has been received by the City Council of the City of Newport Beach and a study has subsequently been conducted regarding the base, mileage, emergency and stand -by rates charged by the ambulance services presently operating within the City; and WHEREAS, Section 5.14.090 of the Newport Beach Municipal Code provides that the City Council may, on its own motion, hold a hearing at any time for the purpose of determining whether previously approved ambulance rate schedules should be changed; and WHEREAS, City has amended Chapter 5.14 of the Newport Beach Municipal Code to require the imposition of a franchise fee upon ambulance service operators providing emergency ambulance transportation services pursuant to Section 5.14.040 of the Code; and WHEREAS, Section 5.14.075 requires that the fee be set by City Council resolution; and WHEREAS, the City after giving notice thereof • of said Section 5.14.090 of has considered the testimon relevant evidence presented Council has held a public hearing in accordance with the requirements the Newport Beach Municipal Code, and of all interested parties and all at said public hearing, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach: is 1. That the maximum rates in the uniform ambulance rate schedule are hereby authorized: Type of Charge Basis for Charge Emergency Base Rate Applicable for urgent or Code 222 response at the request of a public safety employee Mileage Per patient mile or fraction thereof Night Call Applicable when time of service request is between 7:00 p.m. and 7:00 a.m. Oxygen (includes mask or cannula) Stand -by Expendable Medical Supplies Applicable when administered Per 15 minutes after the first 15 minutes and any fraction thereof Maximum per response or fair market value, whichever is least Maximum Rates $225.30 Elul $39.90 $39.90 $28.50 $13.00 The emergency ambulance provider shall provide transport for injured on -duty Newport Beach employees at no cost to the individual or the City of Newport Beach (provider may bill appropriate insurance carriers). 2. That the fixed percentage fee for ambulance service operators providing emergency ambulance transportation services shall be ten percent. 3. That the ambulance rate schedule and the fixed percentage fee for emergency ambulance transportation services shall become effective on January 1, 1994. BE IT FURTHER RESOLVED that effective January 1, 1994, Resolution 85 -81 is hereby rescinded. . ADOPTED this ATTEST: f� CITY CLERK j`
