A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
REQUESTING THE ORANGE COUNTY BOARD OF SUPERVISORS TO
INITIATE THE PROCESS TO DOWN GRADE ON THE MASTER PLAN OF
ARTERIAL HIGHWAYS (MPAH) THE CLASSIFICATION OF DOVER DRIVE
BETWEEN IRVINE AVENUE AND WESTCLIFF DRIVE FROM A PRIMARY
ARTERIAL TO A COMMUTER ARTERIAL; AND ALSO SUPPORTING THE
ORANGE COUNTY PLANNING COMMISSION RECOMMENDATION TO
DOWNGRADE EAST 19TH STREET BETWEEN NEWPORT BOULEVARD AND
IRVINE AVENUE, IN THE CITY OF COSTA MESA, TO A COMMUTER
ARTERIAL.
• WHEREAS, the City of Newport Beach has participated in a cooperative study with the
County of Orange, Costa Mesa, Fountain Valley and Huntington Beach to evaluate the Santa Ana
River Crossings (SARX) southerly of State Route 405 (the San Diego Freeway) and traffic
conditions in East Costa Mesa affecting East 19th Street between Newport Boulevard and Irvine
Avenue; and
WHEREAS, Dover Drive joins East 19th Street at Irvine Avenue and provides a
continuous route between Westcliff Drive and Newport Boulevard, and the SARX Study
projects similar traffic volumes for these routes, and
WHEREAS, Dover Drive between Westcliff Drive and Irvine Avenue is bordered by
residences, a public library and school along one side, and has a character similar to the residential
nature of East 19th Street, and
WHEREAS, the SARX Study shows that traffic volumes on East 19th Street between
Newport Boulevard and Irvine Avenue and on Dover Drive between Irvine Avenue and Westcliff
Drive do not warrant the current MPAH four lane arterial classification. These volumes are in the
6,000 to 11,000 vehicles per day range, which is a volume that can be handled by a commuter
arterial; and
WHEREAS, streets that have historically provided a link between perpendicular arterials
and are part of the arterial grid for the area should remain on the MPAH to avoid diversion of
traffic to parallel streets and out of direction travel; and
WHEREAS, on November 3, 1993, the Orange County Planning Commission took action
to recommend to the Orange County Board of Supervisors that the Orange County EMA be
directed to prepare the appropriate CEQA clearance in order to proceed with the downgrading of
East 19th Street between Newport Boulevard and Irvine Avenue to a commuter arterial; and
WHEREAS, Dover Drive, between Irvine Avenue and Westcliff Drive, and East 19th
Street have similar traffic and residential characteristics and are a continuous route.
NOW, THEREFORE, BE IT RESOLVED that the City of Newport Beach supports the
November 3, 1993 action of the Orange County Planning Commission to downgrade East 19th
Street between Newport Boulevard and Irvine Avenue to a commuter arterial on the MPAH, and
BE IT FURTHER RESOLVED that the City of Newport Beach requests that because of
the similar traffic and residential characteristics and because of the continuous nature of the route,
that Dover Drive between Irvine Avenue and Westcliff Drive be considered, in the same
amendment to the MPAH, along with East 19th Street for downgrading to a commuter arterial ;
and
• BE IT FURTHER RESOLVED that the City of Newport Beach supports retaining both
East 19th Street and Dover Drive northerly of Westcliff Drive on the MPAH, as a commuter
arterial, because they provide for needed neighborhood circulation.
