HomeMy WebLinkAbout93-89 - Key & Management Employees - Department DirectorsRESOLUTION NO. 93-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH INCREASING THE COMPENSATION OF KEY AND MANAGEMENT EMPLOYEES AND ESTABLISHING A NEW COMPENSATION SYSTEM FOR DEPARTMENT DIRECTORS. • WHEREAS, the key and management employees of the City of Newport Beach have not received an increase in compensation since • July 1, 1991; and WHEREAS, the City has approved for represented employees, pay increases of at least 3% effective January 1, 1994 and an additional step for each position to be implemented April 1, 1994; and WHEREAS, key and management employees are deserving of similar compensation increases; and WHEREAS, a performance based compensation system for Department Directors would improve employee morale and performance; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach as follows: (1) Effective January 1, 1994 total compensation for all key and management employees as well as Department Directors shall be increased by 3 %. (2) Effective April 1, 1994 an additional pay step shall be added to all key and management as well as Department Director positions. (3) The City Council endorses and approves a performance based compensation system for Department Directors that includes the following components: 1 (a) In November, 1994 and each subsequent November, a salary range for each Department Director position shall be established. The midpoint of the salary range for each Department Director position shall be the average of the top step of the salary for • the same or similar position in each Orange County city as determined by the survey conducted by the Orange County League of Cities. If there are insufficient comparisons for a position in Newport Beach then the City Manager shall have the authority to utilize other appropriate criteria, such as internal relationships or other public agency comparisons to set the annual salary range. The salary range for each Department Director position shall be established at 12 1/2% above, and 12 1/2% below, the midpoint. (b) In December, 1993 and each subsequent December, the City Manager shall meet with each Department Director to discuss goals and objectives for the upcoming calendar year. The City Manager shall, subsequent to those discussions, advise each Department Director, in writing, of the specific goals and objectives that have been established for the upcoming calendar year. (c) In December, 1994 and each subsequent December, the City Manger shall meet with the Department Director and review his or her performance during the preceding twelve months. The City Manger shall • prepare and forward to the Department Director a memorandum which reflects this evaluation. The City Manager shall have the authority to adjust on January 1 of each year, within the salary range for the position, the compensation paid to the OA Department Director based upon his or her performance. (d) The City Manger shall have the authority to increase compensation, within the salary range, for • a Department Director during the calendar year when appropriate to reward the Director for exceptional performance. (e) Compensation increases for Department Directors shall not be made by the City Manager when in his or her judgement such adjustments are not prudent given budgetary considerations.
