A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING THE UTILITIES AND PUBLIC
WORKS COMMITTEE.
WHEREAS, the City owns and operates a water system and various waste
water, electrical, telecommunications and other utilities systems; and
WHEREAS, the City owns and maintains a very valuable inventory of
• roadways, storm drains, bulk heads, bridges and a wide variety of infrastructure; and
WHEREAS, the City Council has adopted various policies regarding public
works /traffic and utilities; and
WHEREAS, the City Council desires to appoint a committee to oversee matters
related to public works and utilities;
NOW, THEREFORE be it resolved by the City Council of the City of Newport
Beach that the Utilities and Public Works Committee is hereby established as follows:
1. The membership shall consist of the Mayor and two Council Members, one of
whom shall be appointed chairperson. Appointment shall be made by the
Mayor and confirmed by the full City Council.
2. Meetings shall be called by the Chairperson or Mayor as needed.
3. Staff support shall be provided primarily by the Public Works Director and the
Utilities Director and by other staff as necessary.
4. The duties of the Committee shall be:
(a) Review and monitor events and issues which may affect the City's public
works and utilities;
(b) Make recommendations to the City Council regarding amendments to the
public works/traffic and utilities policies;
(c) Recommend actions to the City Council to further the aims of the public
works /traffic and utilities policies;
(d) Review the activities of staff consistent with the public works /traffic and
utilities policies;
(e) Recommend to the City Council changes in the water rate structure;
(f) Review the needs for improvements and maintenance of the City's
infrastructure; and
(g) Make recommendations to the City Council regarding appropriate capital
improvement expenditures.
5. The term of this committee shall be indefinite pending City Council action.
ADOPTED this 12th date of December 1994.
