A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH SUPPORTING AN APPLICATION BY THE CITY OF IRVINE
FOR THE ORANGE COUNTY TRANSPORTATION AUTHORITY'S
(OCTA) MEASURE M2 TRAFFIC SIGNAL SYNCHRONIZATION
PROGRAM FUNDING FOR THE FORD ROAD- BONITA CANYON
DRIVE - CULVER DRIVE AND UNIVERSITY DRIVE - JEFFREY ROAD
CORRIDOR SYNCHRONIZATION PROJECTS
WHEREAS, the Regional Traffic Signal Synchronization Program targets over
2000 signalized intersections across Orange County to maintain traffic signal
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the Orange County Transportation Authority has developed the
Regional Traffic Signal Synchronization Master Plan to identify traffic signal
synchronization street routes and traffic signals within and across jurisdictional
boundaries, and defines the means of implementing the Regional Traffic Signal
Synchronization Program; and
WHEREAS, the City Council previously approved Resolution No. 2010 -130
adopting a Local Signal Synchronization Plan for the City of Newport Beach; and
WHEREAS, the Ford Road- Bonita Canyon Drive - Culver Drive and University
Drive - Jeffrey Road Corridor Synchronization Projects will continue the existing traffic
signal coordination along these corridors in the City of Newport Beach across
jurisdictional boundaries;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH DOES RESOLVE AS FOLLOWS:
Section 1. The City Council supports the application by the City of Irvine for
OCTA Measure M2 Traffic Signal Synchronization Program funding for the Ford Road-
Bonita Canyon Drive - Culver Drive and University Drive - Jeffrey Road Corridor
Synchronization Projects.
Section 2. The City of Newport Beach agrees to provide matching funding of at
least 20 percent of the cost to upgrade Newport Beach traffic signal equipment along
the project corridors, including signal timing monitoring and communication if the
projects are selected for Measure M2 funding. Total project cost and required matching
funds will be determined at the time of project design and included in the FY 2012 -2013
Capitol Improvement Program.
Section 3. The City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
Section 4. This resolution shall become effective immediately upon its passage
and adoption.
I HEREBY CERTIFY that the foregoing resolution was duly and regularly
adopted at a Regular Meeting of the City Council of the City of Newport Beach on this
22nd day of November, 2011.
