CITY OF <br />F NEWPORT REACH <br />City Council Staff Report <br />November 25, 2014 <br />Agenda Item No. 3 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: Kimberly Brandt, Community Development Director — (949) 644 -3226, <br />kbrandt @newportbeachca.gov <br />PREPARED BY: Kimberly Brandt <br />PHONE: 949 - 644 -3228 <br />TITLE: Balboa Village A -Frame Signs Interim Ordinance <br />ABSTRACT: <br />An interim ordinance allowing A -frame signs in Balboa Village commercial and mixed -use zoning districts <br />on a one -year trial basis. <br />RECOMMENDATION: <br />a) Find adoption of the interim ordinance is categorically exempt under Section 15311 of the State <br />California Environmental Quality Act Guidelines; and <br />b) Conduct second reading and adopt Ordinance No. 2014 -18, An Interim Ordinance of the City Council <br />of the City of Newport Beach Allowing A -frame Signs in Balboa Village Commercial Zoning Districts (Staff <br />Report Attachment No. CC1). <br />FUNDING REQUIREMENTS: <br />There is not a direct fiscal impact related to this item. <br />DISCUSSION: <br />City Council introduced this ordinance on November 12, 2014; staff recommends that the ordinance be <br />given second reading. <br />ENVIRONMENTAL REVIEW: <br />This interim ordinance is categorically exempt under Section 15311 of the CEQA Guidelines - Class 11 <br />(Accessory Structures), which exempts the construction, or placement of minor structures accessory to <br />existing commercial, industrial, or institutional facilities, including on- premise signs. <br />3 -1 <br />
