Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Brad Sommers, Senior Civil Engineer PHONE: (949) 644 -3326 TITLE: Adopt a Resolution for Submittal of the Coast Highway Traffic Signal Synchronization Project Application to Orange County Transportation Authority Measure M2 Regional Traffic Signal Synchronization Program ABSTRACT: In accordance with the Orange County Transportation Authority (OCTA) Comprehensive Transportation Funding Program (CTFP) guidelines, local agencies are required to adopt a Resolution in order to participate in the current Measure M2 call for projects. Staff plans to submit a funding application for the Coast Highway Traffic Signal Synchronization Project as part of the Measure M2 Regional Traffic Signal Synchronization Program. RECOMMENDATION: Adopt Resolution No. 2014 -97, A Resolution of the City Council of the City of Newport Beach Approving the Submittal of the Coast Highway Traffic Signal Synchronization Project for the Orange County Transportation Authority's (OCTA) Measure M2 Traffic Signal Synchronization Program Funding. FUNDING REQUIREMENTS: Funding is not required for adoption of the Resolution for application to the Regional Traffic Signal Synchronization Program grant program. Should the project application be successful and awarded Measure M2 grant funds, the City of Newport Beach will be required to provide match funds. The conceptual cost estimate for the project is approximately $2,250,000. The requested grant amount is approximately $1,800,000 and the required cash match would be $450,000 (20 %). Funding for the project will be allocated in the FY 2015 -2016 Capital Improvement Program. M DISCUSSION: As part of the Measure M2 Comprehensive Transportation Funding Program (CTFP), the Regional Traffic Signal Synchronization Program was created to enhance traffic signal coordination and reduce travel time delay by funding synchronization projects for multi - jurisdictional traffic signal corridors. Project Eligibility requires a City Council resolution supporting the application and implementation of the project. OCTA is currently administering a call for projects for the Regional Traffic Signal Synchronization Program. Project applications received by OCTA will be evaluated and scored as part of the competitive program. If successful, the City will be required to provide the necessary local matching funds of at least 20 percent of the total project cost. Staff plans to apply for Coast Highway Traffic Signal Synchronization Project as part of the Measure M2 Regional Traffic Signal Synchronization Program. The proposed project will improve the flow of traffic along the entire length of Coast Highway within the City of Newport Beach limits by: Modernizing 27 traffic signals (14 owned by Caltrans and 13 owned by the City) through installation of new traffic signal control equipment; Installation of new Fiber Optic communication cable from Superior Avenue to the Civic Center and Marguerite Avenue to Newport Coast Drive; Installation of Closed Circuit Television Cameras on Coast Highway at the Superior Avenue - Balboa Boulevard, Riverside Avenue and Dover Drive intersections; Installation of a Dynamic Message Sign on Coast Highway east of Newport Coast Drive; and Updating traffic signal timing and coordination along the corridor. As the majority of the nine -mile Coast Highway project corridor is within State of California's right of way, this project requires Caltrans cooperation to install new equipment and implement traffic signal timing on the state - operated section of the highway. The City is currently in discussion with Caltrans to determine their level of involvement. If an agreement cannot be met, the project may be delayed or withdrawn. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). ATTACHMENTS: Description Attachment A - Resolution Attachment B - Location Map .�, ATTACHMENT A N *YeA I j 0 If] 2, 1► 191111l C E A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE SUBMITTAL OF THE COAST HIGHWAY TRAFFIC SIGNAL SYNCHRONIZATION PROJECT FOR THE ORANGE COUNTY TRANSPORTATION AUTHORITY'S (OCTA) MEASURE M2 TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM FUNDING WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program targets over 2000 signalized intersections across Orange County to maintain traffic signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; and WHEREAS, the City of Newport Beach has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Newport Beach has a currently adopted Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of the local agencies' efforts to synchronizing traffic signals across local agencies' boundaries; and WHEREAS, the City of Newport Beach will not use Measure M2 funds to supplant Developer Fees or other commitments; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DOES RESOLVE AS FOLLOWS: The City Council of the City of Newport Beach hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's applications to said City from the Comprehensive Transportation Funding Program. M Said funds shall be matched by funds from said City as required and shall be used as supplemental funding to aid the City in the projects listed above. HEREBY CERTIFY that the foregoing resolution was duly and regularly adopted at a Regular Meeting of the City Council of the City of Newport Beach on this 25th day of November, 2014. Rush N.
