Alford, Planning Program Manager <br />PHONE: (949) 644-3235 <br />TITLE: Balboa Marina West Mitigated Negative Declaration Appeal Located at 151 and 201 <br />East Coast Highway (PA2012-103) <br />ABSTRACT: <br />The Linda Isle Homeowners Association filed an appeal of the Planning Commission's approval of a <br />Mitigated Negative Declaration (MND) for the Balboa Marina West project located at 151 and 201 East <br />Coast Highway. <br />RECOMMENDATION: <br />a) Conduct a de novo public hearing; and <br />b) Adopt Resolution No. 2014-99, A Resolution of the City Council of the City of Newport Beach <br />Upholding and Affirming the Planning Commission's approval of Mitigated Negative Declaration No. <br />ND2013-002 (SCH No. 2014081044) for Balboa Marina West Located at 151 and 201 East Coast Highway <br />(PA2012-103), pursuant to the California Environmental Quality Act (Staff Report Attachment No. CC 1). <br />FUNDING REQUIREMENTS: <br />As a joint project with the Irvine Company, the City has allocated $125,000 for environmental analysis and <br />permitting costs. It will be expensed to the Public Works Department, in account 7231-C4402009. Project <br />construction and related costs would solely be the responsibility of the Irvine Company. <br />DISCUSSION: <br />Introduction <br />The proposed Mitigated Negative Declaration (MND) (Attachment No. CC 2) is for the Balboa Marina West <br />project, a joint project between the City and the Irvine Company. The Balboa Marina West project would <br />result in a new public boat dock in Lower Newport Bay and improvement and expansion of the existing <br />Balboa Marina. The new public dock would include a gangway and 12 public boat slips including eight new <br />
