RESOLUTION NO. 2014 -103 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />NEWPORT BEACH, CALIFORNIA ESTABLISHING A PARKING <br />PERMIT SYSTEM FOR BALBOA VILLAGE (PA2014 -016) <br />WHEREAS, Newport Beach Municipal Code ( "NBMC ") Section 12.44.120 <br />provides, in relevant part, that in both on- street and off - street parking meter zones, a <br />vehicle may be parked and remain parked in a parking space without payment deposit <br />in the corresponding parking meter if the vehicle has a current valid parking meter <br />permit issued by the City of Newport Beach ( "City ") pursuant to authorization of a City <br />Council resolution; <br />WHEREAS, it has been a long- standing goal of the City to revitalize Balboa <br />Village and to expand its vibrant commercial village serving both visitors and residents; <br />WHEREAS, in 2012, the City evaluated the area to establish policies and <br />programs to spur economic activity and manage existing parking, which resulted in the <br />adoption of the Balboa Village Master Plan; <br />WHEREAS, the Balboa Village Master Plan established a comprehensive <br />parking strategy to better manage existing parking resources and proposed the <br />establishment of a voluntary employee permit parking program to encourage employees <br />to park in designated areas and avoid parking in prime visitor - serving parking locations, <br />thereby freeing up parking spaces in Balboa Village to encourage residents and visitors <br />to visit the area; <br />WHEREAS, the Balboa Village Master Plan established a comprehensive <br />parking strategy to better manage existing parking resources and proposed the <br />establishment of a non -peak season resident parking permit and a commercial parking <br />validation program to promote increased visits to the area by residents and tourists to <br />increase economic activity; <br />WHEREAS, the Balboa Village Advisory Committee ( "BVAC ") held monthly <br />public meetings between December 2013, and January 2014, that provided a forum for <br />public participation where implementation of the Balboa Village Master Plan and the <br />recommendations of Nelson Nygaard Consulting Associates, including establishment of <br />a voluntary employee permit parking program, a non -peak season resident parking <br />permit, and a commercial parking validation program were discussed; and <br />WHEREAS, on January 8, 2014, the BVAC voted to recommend to City Council <br />the creation of a parking permit system for Balboa Village. <br />NOW, THEREFORE, the City Council of the City of Newport Beach hereby <br />resolves as follows: <br />Section 1: A voluntary Balboa Village Employee Parking Permit Program <br />('Business Parking Program ") is hereby established and shall be implemented for the <br />
