CTY OF <br />F <br />NEWPORT BEACH <br />City Council Staff Report <br />May 12, 2015 <br />Agenda Item No. 21 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: Dave Kiff, City Manager — (949) 644 -3002, dkiff @newportbeachca.gov <br />PREPARED BY: Shirley Oborny, Executive Assistant to the City Manager <br />PHONE: 949 - 644 -3002 <br />TITLE: Council Policy Manual Update for 2015 <br />ABSTRACT: <br />This year, the 22 policies proposed for change are summarized in Attachment A. <br />RECOMMENDATION: <br />a) Approve the following proposed revisions to the Council Policy Manual: A -2, A -6, A -9, A -12, A -14, A- <br />17, B -1, B -7, B -10, B -13, B -16, D -4, D -8, F -2, F -14, F -27, H-3,1-2, 1 -11, K -3, L -16 and L -26; and <br />b) Adopt Resolution No. 2015 -35, A Resolution of the City Council of the City of Newport Beach Adopting <br />Revised City Council Policies. <br />FUNDING REQUIREMENTS: <br />There is no fiscal impact related to this item. <br />DISCUSSION: <br />Background: <br />Council Policy D -3 directs the City Council to review the more than 100 policies in the Council Policy <br />Manual annually. These policies exist to instruct the Council and City staff on how to process a variety of <br />different issues -- from airport and annexations to voice mail and water service outside the City limits. <br />This year, the 22 policies proposed for change are summarized in Attachment A. It should be noted that <br />the proposed revisions to Council Policy 1 -2 were drafted in partnership with the Library Board. <br />ENVIRONMENTAL REVIEW: <br />The adoption and amendment of administrative policies is not a "project' as defined by the CEQA <br />Guidelines. Section 15378 excludes continuing administrative or maintenance activities such as personnel - <br />related actions, general policy and procedure making, the creation of government funding mechanisms or <br />21 -1 <br />
