Cassidy, Human Resources Director <br />949/644 -3300 or tcassidy(Mcity.newport- beach.ca.us <br />SUBJECT: Council Consideration of Retaining an Executive Search Firm to <br />Conduct the Recruitment for the Upcoming City Manager Vacancy <br />ISSUE: <br />Does the City Council want to hire an executive search firm to conduct the recruitment for <br />the City Manager's position? <br />RECOMMENDATION: <br />Hire a firm to conduct the recruitment. The Ad Hoc Council Committee intends to make a <br />recommendation as to the specific firm at Tuesday's Council meeting. If a firm is selected, <br />direct the City Manager and Human Resources Director to enter into a professional services <br />agreement for these professional recruitment services, with a scope and cost that has been <br />reviewed and approved by the Ad Hoc Committee. <br />DISCUSSION: <br />Background: <br />City Manager Homer Bludau has announced that he intends to retire at or around <br />September 15t, after serving the City for 10 years in the position. When the current City <br />Manager was hired in 1999, the hiring was the result of a recruitment handled by an <br />executive search firm. Since 2000, most City department director vacancies have been filled <br />through the results of executive searches, as this is an industry standard and is the best <br />way to seek out highly qualified candidates, while keeping their current employment from <br />being jeopardized. In addition, expert recruiters have the capability to match their client city <br />with the best "fit" qualities, as defined by the whole City Council. The recent City Attorney <br />recruitment and subsequent salary package negotiation utilized an executive search firm. <br />
