Item No.3 <br />Summary: <br />Planning Commission Agenda Report for November 17, 2011 <br />November 22, 2011 <br />Page 2 <br />approval of a "white hole' plan for the golf club that would include the applicant's <br />overall site plan, parking lot plan, entry drive but leave the golf clubhouse as a <br />white hole where potentially the larger NBCC, Inc. clubhouse could be <br />developed. <br />A representative of Host Hotels indicated their desire to convert the tennis courts <br />that are being removed to hotel rooms rather than approving a transfer of <br />development. <br />A representative of NBCC, Inc. indicated that the site plan, specifically the <br />parking lot plan without the frontage road, would not be acceptable to NBCC, Inc. <br />Commissioner Hawkins expressed concerns about the Mitigated Negative <br />Declaration and that he does not support its adoption. The Commission voted to <br />recommend adoption of the Mitigated Negative Declaration. <br />The Commission considered the issue of converting tennis courts to hotel rooms <br />and agreed that the conversion could be found consistent with the General Plan <br />policy to encourage additional hotel accommodations and neighborhood <br />revitalization efforts. <br />The Commission adopted a resolution recommending the following by the vote <br />below: <br />1. Adoption of the Mitigated Negative Declaration; <br />2. Adoption of the Planned Community Development Plan as prepared <br />by staff; <br />3. Approval of the Vesting Tentative Tract Map as proposed by the <br />applicant; <br />4. Conversion of 17 tennis courts to 27 hotel rooms; <br />5. Approval of the Site Development Review and Limited Term Permit <br />for the tennis club site; and <br />6.
