The Council's ratification of the MOU would <br />complete the agreement. <br />RECOMMENDATION: <br />Authorize Mayor Gardner to execute a Memorandum of Understanding (MOU) <br />with the Newport Beach Fire Management Association ( NBFMA). <br />Adopt Resolution No 2012 -76 to change the reporting of the Employer Paid <br />Member Contribution (EPMC) for the PERS retirement benefit (as provided for in <br />the proposed MOU). <br />FUNDING REQUIREMENTS: <br />See financial information in the body of the discussion text. <br />DISCUSSION: <br />The Fire Management Association is the recognized labor bargaining unit for employees <br />in the classifications of Fire Battalion Chief and Fire Division Chief. The Memorandum <br />of Understanding between the City and the NBFMA expired December 31, 2011 and <br />City and NBFMA negotiators have been meeting and conferring since November 2011 <br />on a successor MOU. A number of key issues took time to address and it was <br />necessary for negotiations to continue past the expiration date. <br />
