RECOMMENDATION: Appoint the Assistant City Manager as the Board Member and the Assistant to the City Manager as the Alternate Board Member to the Metro Cities Fire Authority. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: The Metro Cities Fire Authority ( "Metro Cities') was created on July 1, 1996, per a Joint Powers Agreement among the Cities of Anaheim, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, Newport Beach and Orange. The Metro Cities Authority is set up primarily to oversee a dispatch center for fire and emergency medical services for the member agencies. Pursuant to Section 4.2 of the Joint Powers Agreement, the Metro Cities Board consists of one (1) voting member and one (1) alternate appointed by the governing body of the Member Agency. Each Board member holds office from the first meeting of the Metro Cities Board after appointment and serves at the pleasure of the appointing authority. Appointment of Primary and Alternate Board Members to the Metro Cities Fire Authority August 14, 2012 Page 2 It is my respectful recommendation that the Assistant City Manager be the City's designee to the Authority and the Assistant to the City Manager be the City's alternate. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
