JOHN WAYNE AIRPORT POLICY
Airport noise is a matter of great concern to the City of Newport Beach. Many
Newport Beach residents have a high level of anxiety and fear of an expanded
airport operation and there is, therefore, a pressing need to protect impacted
residential areas from increased Airport noise. The City Council of Newport
Beach in developing an official position with respect to the John Wayne Airport
has examined, weighed, and evaluated the following:
A. All aviation technical studies associated with the John Wayne
Airport;
B. The desires of residents of the City of Newport Beach and adjacent
city and county areas, and the needs of commerce and industry
benefited by the Airport;
C. The desirability of preserving viable general aviation facilities;
and
D. The responsibility of,.public officials to protect the health,
safety and welfare, as well as to enhance the comfort, wellbeing,
and quality of residential living for the citizens they serve.
After considering these factors, the Newport Beach City Council has adopted
this Policy concerning thq activities of the John Wayne Airport. It has been
determined that in the bot interest of the City of Newport Beach, its residents
and business establishmehts, effective measures must be employed so that the
noise, traffic, and other related adverse environmental effects resulting from
jet aircraft operations at John Wayne Airport be reduced, constrained, and
abated. To accomplish such objectives, the City of Newport Beach hereby adopts
the following Polios? concerning the John Wayne Airport:
I. Commercial jet airline operations must not be permitted to increase
over the existing authorized annual level of 41 average daily departures,
inclusive df regular, extra section, maintenance, and charter flights.
Historically, the 41 average daily departures have consisted of approx-
imately r.3 regular flights and 2.4 extra section, charter, and mainten-
ance flights.) The passenger level at the John Wayne Airport should not
exceed 3.5 million airline passengers per year. The passenger constraints
of 3.5.'million airline passengers per year is consistent with the
recommendation of the Southern California Association of Governments in
the document "Draft 1980 Regional Transportation Plan."
2. The-on-going noise abatement program should be continued. Progress
towards the earliest possible compliance with the January 1, 1986
Noise Standards shall be accomplished by:
A. Establishing noise reduction goals and enforcement of
standards to achieve those goals.

B. Early fleet conversion to aircraft capable of meeting noise
reduction goals; and
C. Phasing of Airport capacity limits, terminal facility expansion,
and increases in services so that these improvements will not
conflict with the schedule for achieving compliance with
January 1, 1986 Noise Standards.
3. Noise reduction should be the means to achieve Noise Standards. Land
conversion and the acquisition of avigational easements is an undesirable
means of reaching the January 1,1986 Noise Standards. Land conversion
and acquisition of avigational easements do not reduce noise.
4. A comprehensive noise control program must be developed and adopted for
John Wayne Airport. This program should:
A. Be integrated with the Master Plan and ANCLUC Study.
B. Establish a monitoring procedure to measure the performance •
of the noise program.
C. Provide a schedule and action assignments for implementation.
D. Provide the conditions that are necessary to formalize and
enforce the program.
5. A curfew at the John Wayne Airport should be established prohibiting
jet aircraft departures between 10:00 p.m. and 7:00 a.m. and jet
aircraft arrivals between 11:00 p.m. and 7:00 a.m. This curfew is
to apply to all aircraft types which exceed at any monitoring station
a noise level of 89.5 dB SENEL.
6. The County should adopt an Airport rate and fee structure that recovers
Airport noise abatement costs from operators proportional to their
contribution to the noise problems.
7. The County should continue to provide a modern, technically -sound
noise performance monitoring system.
8. The County should restrict use of airport to aircraft which produce no
more noise than B -737 and DC-9. It is recognized that new generation
aircraft may possibly produce less noise than said. aircraft types;
consideration shall be given to approval of other newer and quieter
aircraft in the future. The County should adopt a policy which would •
limit the aircraft type at JWA to prohibit B -727 and louder aircraft,
and to that end adopt a policy which sets maximum SENEL levels for all
type aircraft using JWA.

9. The County shall work with the FAA to implement aircraft flight procedures
which assure the community of the best feasible noise abatement departures
which are available, including a system of variable flight departure
patterns. To that end, the County should acquire and install any necessary
navigation aids and devices which will accommodate said procedures.
10. Regulations leading to the achievement of the January 1, 1986 State Noise
Standards shall be provided in cooperative agreements, such as stipulated
judgments, Memoranda of Understanding, and /or conditions on ADAP grants
that would limit and reduce current Airport- generated noise.
11. A 500 -mile perimeter rule is a legitimate exercise of proprietary authority.
The John Wayne Airport should be designated as a short -haul facility and no
air carrier should operate a route with a stage length from or to John
Wayne Airport in excess of 500 statute miles, except for the pre - existing
Salt Lake City route.
12. Weight limitation restrictions should be maintained at the John Wayne
Airport. Permitting heavier aircraft could have adverse consequences
in terms of the noise environment around JWA. Additionally, increasing
the weight limitation would have adverse consequences against the County
with the existing noise damage lawsuits pending and with respect to the
County's variauKe under the California Noise Standards. However, this
weight restriction is an issue which must be carefully considered and
possibly modified if quieter aircraft with heavier weight requirements
are manufactured. It appears that noise characteristics of some aircraft
currently and soon to be in production will be substantially superior to
the existing aircraft types presently using the Airport. Steps to permit
the operStion of those aircraft at the Airport sometime in the future
should be carefully evaluated and seriously considered.

13. Airport surface transportation access and air quality issues must be
resolved to the mutual satisfaction of the City of Newport Beach, Orange
County, CALTRANS, Air Resources Board, and other adjacent local juris-
di tions. Surface transportation facilities are inadequate to accommodate
t affic currently generated. Improvements in access is a necessity before
a(dditional passengers are permitted to use the John Wayne Airport. Subject
improvements should be reviewed by all agencies being impacted by the JWA.
14. The terminal facilities should not be modified to accommodate common
terminal services for jet commercial aircraft.
15. Until the Master Plan /ANCLUC and environmental documents are completed
and certified, the runway length and strength shall not be modified.

16. The City supports a system of "allocating slots" which will result
in the reduction of noise. However, total number of ADD's shall not
be increased above the present ceiling of 41 as a result of "slotting."
17. Because it is recognized that new carriers will eventually provide
service to JWA, the County should adopt rules of operations at JWA
which will prevent bunching of flights in the early morning hours and
late evening hours, which times of the day tend to interfere to the
greatest degree with the normal life style of persons residing near
the Airport.
18. The Board of Supervisors should recognize that JWA cannot serve the
long -term air transportation needs of this County. Therefore, the
Board of Supervisors is urged to immediately start searching for a
new airport.
