Council study sessions of budget, review shall be recorded. All Council
changes in the City Manager's proposed budget shall be made by roll call
vote. Subsequent to Council review and amendment to the proposed budget
and priA(r to its final adoption, the City Manager shall provide each
Councilman with an itemized fist of all changes approved by Council by
roll call vote.
