In order that budget preparation may proceed on an orderly basis with
adequate time given to consideration of all matters, and in order to
establish a basis for staff recommendations on revenue matters, the
following policies are established as desirable when possible.
a) Revenue measure changes will be processed during the
entire fiscal period independent of normal budgetary
matters. However, all efforts will be made to process
as many as possible prior to the period of active budget
preparation.
b) Special services which can be identified with the recip-
ient will be put on a self- supporting basis from service
fees.
C) All possible effort will be made to establish revenue
measures which will cause the transients and recreation
visitors to Newport Beach to carry a fair portion of
the expenses incurred by the City as a result of their
use of public facilities.
