F -14
The City Manager shall have authority to approve the purchase of all
capital outlay items without further Council authorization subject to
the following conditions:
a. Capital outlay purchases will be procured by item as shown
by the budget, provided the total budgeted amount of an
activity is not exceeded.
b. There is no significant deviation of the approved basic
description of an item nor significant change in type of
equipment without authorization by the City Council by
minute action upon written request of the City Manager.
The City Manager is further authorized to enter into contracts on behalf
of the City for the leasing, servicing or maintenance of equipment,
provided that such items have been included within the approved budget,
and further provided that the expenditure for each such item shall not
exceed the sum of $12,000.
The City Manager is also authorized to retain consultants forprofessionalserviceswithoutpriorCouncilapprovalwhenthe fee does
not exceed $12,000, the project is included in the approved budget and
funds are available.
