The City Council has determined that a Stabilization Fund be created and
that the reserves or balances in the Stabilization Fund shall be maintained
with not less than ten percent (10 %) of the budgeted total within the
General Fund of the City's yearly budget.
Said Reserve or stabilization Fund will not be a line item, but is to be
a reserve that may be used at the discretion of the City Council for
emergencies or unanticipated expenditures.
