ADOPT-A-BEACH PROGRAM
PURPOSE
To establish a means by which interested residents, community groups, and businesses
can "adopt" certain areas of beach and clean these areas on a regularly scheduled basis.
POLICY
The City will coordinate a program by which interested residents, families, church or
community groups, and businesses ("groups") can assist in the cleaning of Ocean and
Bay beaches by "adopting" a stretch of beach. To do so, an interested party shall
contact the City and describe the group, the number of volunteers available to clean the
area, and the frequency with which the volunteers intend to work. The group may also
include the particular area they wish to adopt; however, the City has the final approval
on the designation of areas.
The City Manager will direct the implementation and management of the program as
follows:
Generally, the City will provide bags for collection and disposal of collected litter
and debris and may provide buckets, cans, or trash collection wands.
When large amounts of debris are anticipated to be collected, groups shall
contact the General Services Department in advance of the group’s collection day
to ensure the debris is deposited in an area accessible to City collection vehicles.
The group must agree to pick up litter and debris from their assigned section of
beach at least monthly, although more frequent cleaning is encouraged.
Do The group’s volunteers must execute a hold harmless agreement or other
appropriate liability waiver to indemnify the City. Only volunteers who have
signed the agreement or waiver may participate in a beach cleanup.
The City Manager may set additional guidelines that measure a group’s
performance and that authorize the suspension or removal of a group and/or its
recognition sign.

Groups that successfully and adequately maintain their stretch of beach for two
or more months are eligible for a recognition sign. These signs will be
manufactured per City specifications at City expense. A group or organization
may place temporary signs or a banner on the beach on the specific day of
cleaning for identification and directional purposes.
