SOLID WASTE MANAGEMENT AND RESOURCE RECOVERY
The collection and disposal of Municipal Solid Wastes is a large and increasingly
expensive function of the City of Newport Beach. The City will seek to minimize or
recoup these costs by encouraging and promoting the development and use of solid
waste resource recovery systems whenever possible.
Various resource recovery technologies are becoming more practicable and
economically feasible as research and testing are stimulated by the rising costs of energy
and the decreasing availability of conventional landfill disposal sites. Private industry
is becoming more involved as the profit-making potential rises due to tax advantages,
guaranteed markets, and proven technology. Recognizing that costs, technology, and
siting require extensive further study, it shall be the policy of the City to encourage and
promote the development of solid waste resource recovery systems in Orange County
in order to conserve energy and defray the increasing expense of refuse disposal.
It shall also be the policy to encourage source reduction whenever possible. In all City
purchases, consideration should be given to minimize packaging and packing and to
utilize materials made of recycled products whenever feasible. Public awareness of
source reduction through an education program that encourage purchases with
minimal packaging/packing, offers recycling irtformation, and demonstrates home
composting techniques should be developed.
