CITY EMPLOYEES SALARIES 2/27/78
It is the policy and intent of the City of Newport Beach to provide to its
citizens a high level of municipal services consistent with a sound budget.
Salaries of City employees shall be maintained at levels which will attract
and retain fully qualified personnel.
Listed below are considerations on which the City.,-Council and City Manager
shall base any recommendations for change in thq:`Pay Plan. The City Council
may recommend guidelines to the City Manager f use in negotiations, and
for this purpose may direct the budget commi ee to make recommendations
to the City Council.

positions in cities in South n California.
2. Average pay levels for /

industry in Southern Ca

Manufacturers Associa other appropriate surveys.

Notwithstanding the above, tool compensation, including salaries and benefits,
for entry level police patro an shall be established at levels comparable to
the top three cities in Oranie County. The application of this policy per- 4W taining to patrolmen shall of course, be subject to constraints imposed upon
the City by a limitation iZ municipal revenues.
