HomeMy WebLinkAbout(1980, 05/27) - J-1 - AmendedC7 J -1 5/27/80 CITY EMPLOYEES COMPENSATION It is the policy and intent of the City of Newport Beach to provide to its citizens a high level of municipal services consistent with a sound budget. Salaries of City employees shall be maintained at levels which will attract and retain fully qualified personnel. Listed below are considerations on which the City Council and City Manager shall base any recommendations for change in the Pay Plan. The City Council may recommend guidelines to the City Manager for use in negotiations, and for this purpose may direct the budget committee to make recommendations to the City Council. 1. Average pay levels including benefits for comparable positions in cities in Southern California. 2. Average pay levels for comparable positions in private industry in Southern California, based on Merchants and Manufacturers Association and /or other appropriate surveys. 3. Budgetary considerations. Notwithstanding the above, total compensation, including salaries and benefits for non key management employees, shall be established at levels comparable to the top three cities in Orange County. The application of this policy shall, of course, be subject to constraints imposed upon the City by a limitation in municipal revenues.
