EMRLOYER - EMPLOYEE RELATIONS

All matters pertaining to employer - employee relations in the City of
Newport Beach shall"ZI administered by the City Manager or a represent-
ative appointed by the City Council.
All inquiries directed to the City Council relating to matters discussed
or to be discussed in formal or informal negotiations with any association
or employee will be referred to the City Manager.
This policy does not affect the right of the City Council to approve,
modify, or disapprove the recommendations made jointly by the City Manager
and any recognized association or employee in a written Memorandum of
Understanding, or, upon request, to make a final determination on any
matters not agreed upon; at such time as these matters may be presented
to the City Council, any representative to a recognized employee associ-
ation shall have the right to appear before the City Council for the
purpose of presenting information pertinent thereto.
