HomeMy WebLinkAbout(1990, 10/22) - J-3 - AdoptedDEFINITION An unassigned City Hall vehicle is a sedan or o er vehicle which is used by the City during working hours as a departure f al pool vehicle. PURPOSE The City Council has selected the followin as a method for contributing to cleaner air and reduced parking dem d in the immediate City Hall vicinity. POLICY The City will periodically identifyd make available certain unassigned departmental pool vehicles to indiv dual City employees to be used, on a restricted basis, solely for the pt/rpose of commuting to and from work. The method of determining who will be selected for this privilege will be made on the basis of the followi R factors: 1. The distance betwe n the employee's home and City Hall. 2. The number of em loyees an employee can arrange into a car pool. 3. The driving re rd of the employee. 4. The employees /seniority with the City. PROCEDURE FOR SELECTION The City will / vehicle an a nouncement within the City Hall facilities located at 3300 Newporlev rd advising employees of a vehicle's availability. Employees inteed n using this vehicle for the above stated purpose shall bid for ss gnment. The elements of the bid should include the exact distance e ployee's home is from City Hall and the names of the employees who l be included in the daily car pool. The City's representative consider the bids submitted and will select the employees with driving records who can organize the largest pool that lives closest City Hall. In the event of a tie, the City representative 1 select in favor of the employee who has the earliest seniority datOnce selected, the designated employee will sign a contract with City that identifies that employee as an authorized operator of tehicle and also spells out the use restrictions. The contract will her require the designated employee to list, by name, the members of ir car pool. Should members of the car pool change, the employee is required to advise the City of those changes as they become effective. J -3 • DESIGNATED ASSIGNMENT OF UNASSIGNED CITY HALL VEHICLES - Page 2 PROCEDURE FOR REASSIGNMENT The Ci y reserves the right to reassign or discontinue this program at any time f r the following reasons: 1\ Th City Council cancels the program. 2assigned employee develops a poor driving record. 3employee is cited for driving under the influence of hol or any other controlled substance while operating this ny other vehicle. 4assigned employee violates the restrictions on the cle's use. 5.
