All Negative Declarations and all R's shall be <br />filed with the Orange County Clerk or the Secretary 9f the State <br />Resources Agency in the manner prescribed in Sectio s 15083 and <br />15085 of the State Guidelines. <br />*XI. FEES. There will be a fee of $130,00 or 5% of Oe consultant's fee <br />and $440.00 or 5% of the consultant's fee, whichever is greater, for <br />the review and processing of Negative DeclaratAons and EIR's respectively. <br />If <br />XII. AUTHORITY OF DIRECTOR OF COMMUNITY DEVELOP . The Director of Commu- <br />nity Development shall be responsible fora interpretation of the <br />State Guidelines and this policy atatemen as they may affect any <br />particular activity, except for City pub c works projects for which <br />.the Public Works Director shall be respQfisible. <br />,r <br />XIII. ENVIRONMENTAL AFFAIRS COMMITTEE: <br />A. Membership. An Environmenta/Afairs <br />rs Committee is hereby estab- <br />lished four the purpose of nedraft environmental impact <br />reports. The Environmental Committee shall consist of <br />the Director of Community Dent, or hisdesignated representative; the Director of Porks, or his designated <br />representative. The Directr of Parks, Beaches and Recreation, <br />or his designated represen ative, and a representative from the <br />City Manager's Office, to a designated by the City Manager, may <br />be invited as required. <br />B. Powers and Duties. The Environmental Affairs Committee shall <br />review all draft Envir nmental Impact Reports and Negative <br />Declarations. After initial review, the committee shall <br />request any addition <br />in <br />as may be necessary to <br />complete or clarifyhe draft report. When the committee has <br />determined that -the[ draft report is complete, it shall forward <br />its findings anr ommaendations to the Planning Commission. <br />C. Referral to Citi ns' Environmental QualitZ Control Advi®o <br />Committee. Thenvironmental Affairs Committee, when it <br />finds that a pr ect may have a particularly significant <br />effect upon the environment, shall request the Planning <br />Commission to Jefer the draft SIR to the Citizens' Environ- <br />mental Quality/Control Advisory Committee. If the Planning <br />Commission codcurs with the recommendation of the Environ- <br />mental Affairs Committee, the Commission shall refer the <br />draft EIR to�the Citizens' Environmental Quality Control <br />Advisory Committee and request the Committee to forward <br />its recommendations to the Environmental Affairs Committee. <br />If the Environmental Affairs Committee has not requested <br />*Amended - May 22, 1978 <br />
