X. REQUIRED NOTICES. All Negative Declarations and all R's shall be
filed with the Orange County Clerk or the Secretary 9f the State
Resources Agency in the manner prescribed in Sectio s 15083 and
15085 of the State Guidelines.
*XI. FEES. There will be a fee of $130,00 or 5% of Oe consultant's fee
and $440.00 or 5% of the consultant's fee, whichever is greater, for
the review and processing of Negative DeclaratAons and EIR's respectively.

XII. AUTHORITY OF DIRECTOR OF COMMUNITY DEVELOP . The Director of Commu-
nity Development shall be responsible fora interpretation of the
State Guidelines and this policy atatemen as they may affect any
particular activity, except for City pub c works projects for which

XIII. ENVIRONMENTAL AFFAIRS COMMITTEE:
A. Membership. An Environmenta/Afairs
rs Committee is hereby estab-
lished four the purpose of nedraft environmental impact
reports. The Environmental Committee shall consist of
the Director of Community Dent, or hisdesignated representative; the Director of Porks, or his designated
representative. The Directr of Parks, Beaches and Recreation,
or his designated represen ative, and a representative from the
City Manager's Office, to a designated by the City Manager, may
be invited as required.
B. Powers and Duties. The Environmental Affairs Committee shall
review all draft Envir nmental Impact Reports and Negative
Declarations. After initial review, the committee shall
request any addition

complete or clarifyhe draft report. When the committee has
determined that -the[ draft report is complete, it shall forward
its findings anr ommaendations to the Planning Commission.
C. Referral to Citi ns' Environmental QualitZ Control Advi®o
Committee. Thenvironmental Affairs Committee, when it
finds that a pr ect may have a particularly significant
effect upon the environment, shall request the Planning
Commission to Jefer the draft SIR to the Citizens' Environ-
mental Quality/Control Advisory Committee. If the Planning
Commission codcurs with the recommendation of the Environ-
mental Affairs Committee, the Commission shall refer the
draft EIR to�the Citizens' Environmental Quality Control
Advisory Committee and request the Committee to forward
its recommendations to the Environmental Affairs Committee.
If the Environmental Affairs Committee has not requested

referral to the Citizens' Environmental Quality Control
Advisory Committee, the planning Commission may, at its
discretion, refer EIR's to the Citizens' Environmental
Quality Control Advisory Committee for review and analysis
in any case.
