WATER RATES

A. The water rate structure shall provide sufficient income to cover the
following costs:
1. Water purchased from the Metropolitan Water/District
through Coastal Municipal Water District.,/
2. Operation and maintenance of the water system.
3. Water system betterments and improvem ts.
4. Transfers to the Future Water Sourcls Fund. (Ref. Policy F -4)
5. Transfers to the General Fund for administrative support.
6. Transfers to the General Fund for sewer maintenance

7. Debt services for Big Canyon Reservoir. (Ref. Policy F -6)
8. Water for City parks, buildings, highway landscaping, sewer
and storm drain flushing, and fire fighting.
9. System losses.
10. Operating reserve.
B. A minimum operating reserve (unappropriated surplus) of $1,000,000
shall be maintained in the Wate Fund.
C. The marginal rate (large quantity rate) shall be set at the actual
cost of furnishing the water plus twenty -five percent (25 %).

D. Water rates shall be reviewed Avery two years. Additional review of
the rate structures may be performed in the event of special circum-
stances such as unanticipated MWD rate increases or unanticipated
major capital expenditure needs.
