Requests Involving the Elimination of On- Street Parking Due to the limited amount of available curbside parking in the older neighborhoods of the City of Newport Beach, the elimination of on- street vehicle parking spaces for the establishment of bus stop zones shall be recommended by the Traffic Affairs Committee for City Council approval and implementation by the Traffic Engineer only if a majority of the following criteria is met: 1. The District has demonstrated significant patronage in the vicinity of the proposed stop or has marketing data to indicate that neighborhood patronage would increase if a more convenient stop were available. 2. The proposed stop would serve a significant number of citizens who would be convenienced by a direct curbside bus entrance or exit. 3. There are unusual traffic safety hazards in the vicinity of the proposed stop which make a direct curbside stop desirable. 4. It would be unsafe for the bus to be stopped in the street travel - way to accept or disembark passengers. 5. An established "flagstop" has not adequately met the needs of the district for patron service. 6. The establishment of the stop would not unreasonably displace es- sential curbside parking for an adjacent business or residential district. 7. Wherever possible, the Orange County Transit District will utilize neighborhood stop zones already established for the Southern California Rapid Transit District (SCRTD). 8. Elimination of curbside parking spaces by establishment of a stop would result in additional public benefits such as, but not limited to, improved site distances, ease of street cleaning, improved pedestrian safety or elimination of "loitering" parking nuisances. N -3 B. Requests Not Involving Elimination of On- Street Parking or Hazardous Locations 1. Traffic Engineer will review and install in accordance with Section 12.48.100 of the Municipal Code entitled Bus Zones see attached). C. Temporary Bus Zones Not Exceeding Ninety Days Duration 1. Requests involving the elimination of on- street parking shall be considered the same as regular stops discussed in "A" above. 2. Requests not involving the elimination of on- street parking shall be reviewed by the Traffic Engineer and established in accordance with Section 12.48.100 of the Municipal Code entitled Bus Zones. The term "special passenger loading zones ", as used herein, shall mean those areas adjacent to the curb located between two approved permanent or demountable signs in front of or adjacent to, and within the projected real property boundaries of any church, theater, club, or place of business or public gathering. TheCityTrafficEngineerisherebyauthorizedtoestablishbuszonesopposite curb space for the loading and unloading of buses of common carriers of passengers and to determine the location thereof subject to the direc- tives and limitations set forth herein. B. BUS DEFINED. The word "bus" as used in this section shall mean any motor bus, motor coach, trackless trolley coach, or passenger r stage used as a common carrier of passengers. C. LENGTH RP,STRICTION. No bus zone shall exceed eighty feetinlength, except that when satisfactory evidence has been presented totheCityTrafficEngineershowingthenecessitytherefor, the City TrafficEngineermayextendbuszonesnottoexceedatotallengthof125feet.
