HomeMy WebLinkAbout(1974, 11/11) - O-2 - Amendedr 0 -2 FUTURE LIBRARY SERVICE POLICY 11/11/74 The City of Newport Beach has a unique geographical configuration that pre- cludes the provision of library services from one central location. Consequently, in order to provide more library accessibility to the residents, the Newport Beach library system has been based on a library branch concept. To fulfill this policy, the City has been fairly evenly divided into four geographical areas: the Peninsula and West Newport; the Newport Heights and Mariners area; Corona del Mar; Newport Center, Big &nyon, Bluffs and Harbor View Hills area. In each area, a library has ;4t, or will be established to meet, the reading needs of the citizenly. The four libraries shall be: Balboa, Mariners, Corona del Mar and Newport Center. The proposed Newport Center Library shall be th Spyglass Hill, Harbor View Hills and other resi northeast sector of the City. It shall also be tive services and technical processing. To finance the Newport Center Library, a min um of one -half of the Building Excise Tax Fund shall be earmarked for the co struction of the Newport Center Library until adequate funds have accrued to1lfinance the building. In addi- tion, the Library Board and Friends of the L brary shall work for gifts and contributions, and the City Council may also earmark a portion of the tax rate to be used to help construct the Newport Center Library. If revenues accrue as projected, it is anticipated that by the end of the calendar year 1976 there will be adequate funds to begin building the library. Through Joint planning, the Library and the Art Museum can compliment each other. The City Council urges the Art Museum to work with the Irvine Company and the City, to expedite mutually beneficial plans. In addition to the four libraries, it is the goal of the City to insure the adequacy of reading materials available to children. Therefore, the Library Board of Trustees has established a policy to either: 1) establish a children's library when no school libraries are readily accessible to children, or 2) augment the school libraries through increased collections and /or staffing hours to promote library use by young peopl. To accomplish this goal, the following children's libraries are or will considered for support to some degree by the City: 1) West Newport Beach hildren's Library; 2) Eastbluff I I• U-] 111M FUTURE LIBRARY SERVICE POLICY - Page 2 YI Elementary School Library; 3) Roy 0. Andersen School;`Library. Such school library support will be forthcoming only when 1) yaranch library is not readily accessible to the children; 2) such augmetion of school services does not supplant the school's budgetary obligatio and 3) current level of library services is not diminished because of such support.
