'-fere is the Insi'der's Guide for the Newport Beach City Council meeting of Tuesday, October 27, 2015. The City Council meeting is held on the 2"4 and 4`Tuesdays of most months. There is a brief Study Session, starting; at 5:45 p.rn. The Regular Session will start at 7:00 p.m. The Council meets in the Council Chambers at 100 Civic Center Drive. There is plenty of parking„ and you are always welcome to attend. But you can also watch on TV (Channels 3/31) or on your computer. They appreciate hearing from you, especially about any agenda item. The Study Session starts later (5:45) and is mainly to have a couple of presentations, one from our friends in .Antibes, France. It's the 25`r' anniversary of that city -to -city and people -to -people relationship. Other items accept a check from the Newport Reach Library Foundation ($221,1.25!) and honor a focal resident who's been at the forefront of drought/conservation efforts. The evening session is a bit on the light side. But here's what's on the agenda, starting at 7:00 p.m.: • A couple of Marina Parr items, including establishing parking lot rates and rules for the lot (stressing that this is not a place for overnight or ocean beach perking; -- it's for folks using the park, selling center, and community center). Another item is a contract with Basin Marine (arid local resident Dave New) to manage the visitor -serving; marina there. Basin Marine manages the City's other marina off of Harbor Island Drive. This follows a formal Request for Proposals (RFP), • We're still moving forward, though slowly, on preparing to dredge the Semino€rk Slough around Newport Shores. The agenda item adds to the scope of work for the engineering firm (Moble Consultants) working on this project for us. • The Balboa Village's residential parking permit programa moves forward, with a public hearing and possible submittal of the plan to the Coastal Commission. If you live in or around the Village, you will want to review the staff report on this one. • Another public hearing is the annual public review of the City's agreement with Sober Living by the Sea, the major operator of residential care and treatment facilities in Newport Reach. After far more challenging times in the mid-- to id_to late 2000s with various residential care facility operators, we have found SLBTS to have been a cooperative partner with us, including voluntarily distancing; units from each other. The staff recommendation is to find SLOTS in compliance with the agreement. • Lastly, the third public hearing, item transfers existing development entitlement within different segments of the Newport Center area to allow the Irvine Company to, among other things, re -open some of the low-rise office buildings In Gateway Plaza (that's the 100 block of Newport Center Drive). Some notes: PAA and Mag r. So this is the A=AA's action starting in September':1.4 that ince think skewed some plane flights too far to the west. Despite some comments to the contrary, we do not think that this mistake is fully fixed. Why is it taking so long? I struggle with that — it's something the FAA works on, and they have an awful lot on their plate at any one time. I share your frustration. I will do a separate update to folks in Dover- Shores and Westcliff on this issue. • Dover Drive. So yesterday was and today will be tough traffic days on mover. I was in it yesterday too, just to see what folks were going through (adding to the traffic myself, sadly). The long-awaited paving will occur tonight (cue the Hallelujah chorus in the background!). Then you'll see some temporary striping this weekend, which completes the tough traffic impacts. I like the look of the new landscaping -..- I trope you do, too, once we all stop cursing at the traffic: delays. Please know that all of us at the City really, really, really (did I say really?) appreciate your patience with this. It was a massive project — big new underground pipes, coordination with the OCSD project on Mariner's Mile:, neve roadway surface, new medians. • Halloween. It's next Saturday of course.: s always, it's a night to drive so much more cautiously given the amount of kids, parents, and dogs walking around. • Pacific Standard Time. Not .his weekend, but next Saturday into Sunday (2:00 a.m. november 1, 2O15). Move clocks back an hour and change your srnoke alarm batteries. Or move your batteries for an hour and change your clocks to different rooms in the house. Whatever. Oh, and that same Sunday morning is the day to be online right before 9:00 a.m. if you want a slot in the 201.6 Half Vineman triathlon, so time it right! But you knew that. • Diane Dixon's next Town gall. 'That's set for !Monday, November 2,d at 6:301 p.m. at the old city hall Council Chambers, 3300 Newport Boulevard. Major agenda topic will be the opening of and programs set for Marina Park. • Poppy Avenge in CdM. If you have been following the tree removals there and the reforestation planning, a public meeting on reforestation will be Monday, November 9, at OASIS at 6:00 p.m. As always, thanks for reading and have a nice weekend.
