RESOLUTION NO. 86 -19 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH AUTHORIZING PARTICIPATION BY <br />THE NEWPORT BEACH POLICE DEPARTMENT IN THE <br />REMOTE ACCESS NETWORK OF THE CALIFORNIA <br />IDENTIFICATION SYSTEM (Cal -ID). <br />WHEREAS, Chapter 1234, Article 3.5 of the 1985 statutes <br />authorizes participation of California law enforcement in the <br />Remote Access Network of the California Identification System <br />(Cal -ID); and <br />WHEREAS, this law appropriates seven million dollars to <br />fund local implementation of the Remote Access Network; and <br />WHEREAS, it is acknowledged that the local <br />implementation of Cal -ID will help solve crimes and provide a <br />safer environment for the citizens of our City; and <br />WHEREAS, a local Orange County Remote Access Network <br />Board has been established to determine the placement of <br />equipment within the County and the manner of purchase; and <br />WHEREAS, Section 11112.5(a) of the Penal Code provides <br />for costs of equipment purchase, based upon the master plan <br />approved by the Attorney General, including state sales tax, <br />freight, insurance and installation, shall be prorated between <br />the state and local government entity; and <br />WHEREAS, the state's share shall be 70% (or approxi- <br />mately 1.722 million dollars) and the local government's share <br />will be 30% of those costs; and <br />WHEREAS, Section 11112.5(d) of the Penal Code provides <br />that local government shall be responsible for all costs related <br />to site preparation, equipment maintenance, on -going operational <br />costs, file conversion costs and enhancements which exceed the <br />basic design specifications of the California Department of <br />Justice. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of <br />the City of Newport Beach will support its share of the cost of <br />the Orange County Cal -ID program based upon its use of the <br />program. <br />ADOPTED this 24th <br />ATTEST: <br />is 4�1�tf <br />City Clerk <br />
