RESOLUTION NO. 86 -26 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF NEWPORT BEACH ADOPTING <br />GENERAL PLAN AMENDMENT 86 -1(A), <br />AN AMENDMENT TO THE LAND USE ELEMENT AS IT PERTAINS <br />TO THE CANNERY VILLAGE /MC FADDEN SQUARE AREA, <br />• AND THE ACCEPTANCE OF AN ENVIRONMENTAL DOCUMENT <br />WHEREAS, as a part of the development and implementation of <br />the City's General Plan, the Land Use Element has been prepared and <br />adopted; and <br />WHEREAS, said element of the General Plan sets forth objec- <br />tives and supporting policies which serve as a guide for the future <br />development of the City of Newport Beach; and <br />WHEREAS, the Land Use Element of the General Plan has <br />designated the Cannery Village /McFadden Square area as a mixture of <br />"Recreational and Marine Commercial," "General Industry," "Two - Family <br />Residential," and "Multi- Family Residential" land uses; and <br />WHEREAS, the Land Use Element further states in part that <br />this area shall be preserved and enhanced by " ... developing a <br />Specific Area Plan to resolve existing orientation, access, and <br />parking problems, and improving the visual environment ... "; and <br />WHEREAS, a Draft Specific Area Plan has been prepared <br />pursuant to the direction of the City Council; and <br />WHEREAS, the City Council held a duly noticed public hearing <br />on the Draft Specific Area Plan; and <br />WHEREAS, it has been determined by the Planning Commission <br />that in order to maintain the desired consistency between the General <br />Plan and the Draft Specific Area Plan that minor amendments to the <br />General Plan Land Use Element are necessary; and <br />WHEREAS, a Draft Environmental Impact Report has been <br />prepared for the Draft Specific Area Plan in compliance with the <br />• California Environmental Quality Act, the State CEQA Guidelines and <br />City Policy K -3; and <br />WHEREAS, the City Council has reviewed and considered the <br />information contained in the Environmental Document in making its <br />
