RESOLUTION NO. 86 -41 <br />• A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF NEWPORT BEACH AUTHORIZING THE CLOSURE OF <br />SEASHORE DRIVE, NEWPORT BOULEVARD AND BALBOA <br />BOULEVARD DURING THE JULY 4TH HOLIDAY PERIOD, <br />PURSUANT TO SECTION 21101(e) OF THE <br />CALIFORNIA VEHICLE CODE <br />WHEREAS, each year during the July 4th holiday period, <br />huge throngs of visitors come to the beach area to join in the <br />celebration and festivities; and <br />WHEREAS, this large influx of persons coming to the <br />beach causes extreme traffic congestion, making it almost <br />impossible for emergency vehicles to respond in this area; and <br />WHEREAS, Section 21101(e) of the California Vehicle Code <br />enables cities to adopt rules by resolution regulating traffic <br />and authorizing temporary closure of streets for the safety and <br />protection of persons who are to use the streets during closure. <br />NOW, THEREFORE, BE IT RESOLVED that, pursuant to <br />California Vehicle Code Section 21101(e), the City Council of the <br />City of Newport Beach hereby authorizes the Chief of Police, or <br />his designee, to temporarily close Seashore Drive, from 33rd <br />Street to Orange Street; Balboa Boulevard, from 32nd Street to <br />West Coast Highway; and Newport Boulevard southbound at West <br />Coast Highway, between the hours of 6:00 P.M. and 3:00 A.M., on <br />July 3rd, 4th and 5th, 1986, if in the opinion of the Chief of <br />• Police, or his designee, the closure is necessary for the safety <br />-1- <br />
