RESOLUTION NO. 86 -57 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF NEWPORT BEACH <br />APPROVING GENERAL PLAN AMENDMENT 86 -2(A) <br />FOR MACARTHUR BOULEVARD BETWEEN <br />• FORD ROAD AND STATE ROUTE 73; MAKING CERTAIN <br />FINDINGS IN REGARD TO THE ENVIRONMENTAL DOCUMENT <br />WHEREAS, Section 707 of the Chapter of the City of Newport <br />Beach provides that the City Council., upon recommendation by the <br />Planning Commission, may amend the General Plan, or any part or <br />element thereof; and <br />WHEREAS, as part of the development and implementation of <br />the City's General Plan, Circulation Element have been prepared; and <br />WHEREAS, said element of the General Plan sets forth <br />objectives and supporting policies which serve as a guide for the <br />future development of the roadway system in and around the City of <br />Newport Beach; and <br />WHEREAS, pursuant to Section 707 of the Charter of the City <br />of Newport Beach, the Planning Commission held a public hearing to <br />consider a certain amendment to the above referenced element of the <br />Newport Beach General Plan, and adopted. Resolution No. 1141 recommend- <br />ing approval of said amendment; and <br />WHEREAS, an Environmental Impact Report for General Plan <br />Amendment 85 -1(B) has been prepared to address the environmental <br />effects, mitigation measures, and project alternatives associated with <br />proposed Land Use, Recreation and Open Space and Circulation Elements <br />of the Newport Beach General Plan; and <br />WHEREAS, the Environmental. Impact Report was prepared <br />pursuant to the requirements of the California Environmental Quality <br />Act (CEQA) , the State Guidelines (Guidelines) , and City Policy L -3 <br />procedures; and <br />• WHEREAS, written and oral comments on the Environmental <br />Impact Report were received from the public during and after the <br />public review period; and <br />WHEREAS, the Planning Commission of the City of Newport <br />Beach conducted public hearings to receive all public testimony with <br />respect to the Environmental Impact Report; and 1� <br />
