RESOLUTION NO. 86 -61 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT <br />BEACH ADVISING THE ARTERIAL HIGH14AY FINANCING PROGRAM <br />ADVISORY COMMITTEE THAT THE CITY HAS MADE NO CHANGES IN <br />THE CIRCULATION ELEMENT - MASTER PLAN OF STREETS AND <br />HIGHWAYS SINCE JULY 1, 1985, AND REQUESTING THAT THE <br />COUNTY MAKE CHANGES TO THE MASTER PLAN OF ARTERIAL <br />HIGHWAYS TO BRING IT INTO CONFORMANCE WITH THE CITY'S <br />PLAN <br />WHEREAS, the City of Newport Beach is a participant in the Orange <br />County Arterial Highway Financing Program; and <br />WHEREAS, the County of Orange Arterial Highway Financing Program <br />Procedure Manual requires that each city which intends to participate in said <br />program adopt a resolution each year informing the Advisory Committee as to <br />whether or not changes have been made to the Arterial Highway Master Plan within <br />said city, and to request that said changes, if any, be adopted into the County <br />Arterial Highway Master Plan; and <br />WHEREAS, Title 13, Streets, Sidewalks and Public Property, and <br />Title 19, Subdivisions of the Newport Beach Municipal Code, protect ultimate <br />arterial highway right of way; and <br />WHEREAS, the Circulation Element of the City's General Plan provides <br />for limitations of access to the arterial highway system; and <br />WHEREAS, the City has not made any changes in the Circulation <br />Element- Master Plan of Streets and Highways since July 1, 1985; and <br />WHEREAS, while the City's Circulation Element- Master Plan of Streets <br />and Highways and the Orange County Master Plan of Arterial Highways are <br />generally in conformance, there are certain differences; and <br />WHEREAS, by Resolution Number 85 -5fi, adopted August 12, 1985, City <br />requested the AHFP Advisory Committee to take action to cause certain changes to <br />be made in the Orange County Master Plan of Arterial Highways and those changes <br />have not to date been made; <br />1 of 2 <br />
